Tracy, the Arrow of Truth

Tracy is a vastayan that is able to wield powerful healing magic and picks off her prey from afar. She appears as a mix of a 132 cm (approx 4'5") owl with giant and fluffy squirrel tail and claws, all other features looks like the brown version of an arctic owl, including having wings - which kind of grants a bat feeling with her squirrel claws at the ends of the wings.

Tracy is a support-marksman, emphasis on support, but the reverse could work out as well.

Tracy has a very classic marksman gameplay, able to snipe harass her targets and heal her allies from afar. With a little bit of patience, she can detect nearby enemies, and then go for the kill by trying to snipe them off - gold sharing to the first assist if she gains the execute - other than that, she plays like a marksman with the intent of support elements rather than raw damage, power with her allies, but weak without.

#Eye of the Vastayan (Passive): Ranks: @levels 1/3/5/7/9/11/13/15

When Tracy stands still without performing other actions or taking damage, she gradually increases her attack range for her next attack, up to 300/400/500/600/700/800/900/1000 bonus attack range after 3 seconds which grants her Full Charge. Full Charge is lost after consuming it or upon moving.

At Full Charge, Tracy reveals the entire area around her, allowing her to see into brush and past terrain while she remains standing still.

Tracy's basic attacks deal 20 - 50 (+45%AP) bonus magic damage on hit, true damage at Full Charge. If Tracy gains a kill at Full Charge, then she shares the kill gold with the closest allied champion. Sharing minion kills in this way does not prevent gold items from charging.

Tracy's attacks cannot critically strike if they have at least 0.5 second of charge.

#Snipe (Q): Cooldown: 6 seconds; Cost: 60/65/70/75/80 mana; Range: 150% of Attack Range

Tracy fires a powerful shot in the target direction, dealing 60/90/120/150/180(+70%AP) plus 8% of the target's missing health as magic damage to the first enemy struck, true damage at Full Charge.

(Snipe travels 50% longer than her current attack range.)

#Heal Arrow (W): Cooldown: 50/45/40/35/30 seconds; Cost: 100 mana; Range: 2000 units

Passive: Tracy's attacks on hit reduces Heal Arrow's cooldown by 0.5 second, increases to 4 seconds against enemy champions and epic monsters.

Active: Tracy fires a rejuvenating arrow at the target ally champion, healing it for 60/75/90/105/120(+200%AP) health. At Full Charge, Tracy fires up to 5 arrows instead, healing herself and all struck allied champions for the same amount.

#Overcharge (E): Cooldown: 9/7.5/6/4.5/3 seconds; Cost: 30/40/50/60/70 mana

Tracy overcharges the magic within her veins, granting her next basic attack, Snipe, Heal Arrow, or Stunning Strike the effects of a Full Charge.

Gaining a Full Charge from Overcharge does not lose the Full Charge upon moving.

#Stunning Strike (R): Cooldown: 20/16/12 seconds; Cost: 100 mana; Range: 1000 units

Tracy fires a giant arrow in the target direction, stunning struck enemies for 1/1.25/1.5 seconds, doubles to 2/2.5/3 seconds if Fully Charged.

Other: Tried to clarify better that her Full Charge occurs from her passive and that Overcharge grants Full Charge as well.

Eye of the Vastayan: Noted that taking damage prevents Tracy from charging. Changed attacks from unable to critically strike with any charge to 0.5 second of charge, I just want to prevent exploit cases of super long range and high damage poke.

A very cool concept! and an especially unique passive.

Questions/Concerns I have:

Does the passive have a cooldown or does she have a 1500 unit AA every 3 seconds while standing still ?

Her E, Is this in reference to her passive ? meaning will it grant her 2.5 secs of 1500 range autos at max rank ?

Lastly on her R. Its just simply overpowered. A 1000 unit skill shot stun is pretty darn strong. But 20 second cooldown would be insane. Max CDR (45%) and she has an 11 second ult. With ultimate hat it would easily get under 10 seconds. And be stunning someone for 2.5 of that.
