Qo, the Tail Dancer
Qo [ko(h)ee] is a vastaya, she is a sparkling silver fox-like creature with a very long fox tail (I mean VERY long), she stands on her hind legs with hawk-like claws for her nails and her front paws has the same usability as hands - with essentially 3 fingers and a thumb while still resembling a paw - and bat-like long ears.
Qo uses her long tail to gain momentum, kind of like a ship's sail to the wind, to run at extreme speeds, but she always has a type of grace about her movement and can even lift the spirits of those that watch her movement. This movement is something others ended up just calling as her dance, it can be very mesmerizing to the point that the observer can completely lose consciousness and the next day found naked with nothing, everything he had on him gone. Could this be the work of Qo? Put on an elegant dance and appeal, also helps that she is quite the looker too, to rob others; act as if she doesn't know you are watching, but she knows the entire time - this is probably the case as she does have heightened senses with smell and hearing.
Qo is not all pure evil of trying to rob others because there is a good about her too, she also sincerely wants to help others and lift the spirits with her graceful presence and movement. Perhaps Qo can see into the hearts of others and can see what type of person that they are and what motives that they seek? This we can never know for sure, and trust me you don't want to try asking her about it... don't look at me like that! You try waking up one morning naked and tied to a street lamp!
Qo is a motivational support champion, but also has an assassin-esq vibe to her as well due to her high mobility. She dances around allies to lift their spirits and make them stronger, where as if she dances around enemies then they become entranced and charmed by her beauty. She is a real force to be reckoned with on the battle field, and something so graceful, elegant, and beautiful, also happens to be extremely deadly as well!

Tail Chaser (Passive): Tail Length: 800 units [must see Qo to see the tail] Qo has a very long tail, the sparkling silver of her fur catches her eye and she loves running after it!
Qo gains 80%(+20% per 100AP) bonus movement speed when moving towards her tail.
Qo ignores all unit collision.
Glimmer (Q): Cooldown: 9/7.5/6/4.5/3 seconds; Cost: 60 mana; Range: 1200 units Passive: Running completely around an allied champion in 1.5 seconds grants them 10/25/40/55/70(+25%AP) bonus magic damage on-hit for 3 seconds.
Active: Qo blasts silver sparkly magic in the target direction dealing 70/90/110/130/150(+50%AP) magic damage stopping at the first enemy struck and marking it for 1.5 seconds causing Qo to gain Tail Chaser's movement speed towards it and when close to it.
Glimmer can pass through allied champions and mark them for the same duration.
Relaxation (W): Same Target Cooldown [lowers with CDR]: 11/10/9/8/7 seconds Passive: While Qo is moving she gains an increasing shield, up to a maximum of 50/70/90/110/130(+120%AP) shield, if she ever stops moving then this shield rapidly decays over 1.5 seconds.
Ally Passive: Running around an allied champion in 1.5 seconds heals them for 40/90/140/190/240(+90%AP) health. This consumes 40/55/70/85/100 mana, cannot trigger with insufficient mana. If the close target is below 40% health then Tail Chaser's movement speed triples.
Enemy Passive: Running around an enemy champion or minion in 1.5 seconds charms them for 1.25/1.5/1.75/2/2.25 seconds. Qo also dips her paw into their wallet while they are seduced looting 30/35/40/45/50 gold in the process if the target is a champion.

Tail Whip (E): Cooldown: 12/10.5/9/7.5/6 seconds; Cost: 50/55/60/65/70 mana; Range: 800 units Passive: Running around an allied champion in 1.5 seconds grants them 15/20/25/30/35% bonus attack speed for 3 seconds.
Active: Qo whips her tail in the target direction dealing 60/100/140/180/220(+50%AP) true damage to struck enemies, stopping and stunning for 0.5 second, and leaving her tail on the ground afterwards.
Magic Veil (R): Cooldown: 120/90/60 seconds; Cost: 100 mana Passive: Running around an enemy champion in 1.5 seconds heals Qo for 60/120/180(+60%AP) health, one-third healing for allied champions, can occur once every 3 seconds.
Active: For the next 3/4.5/6 seconds whenever Qo runs around an allied champion in 1.5 seconds they become invulnerable for 2.5 seconds, can only occur against the same target one time per cast.
Qo gains 100% increased healing for herself during this time.
UPDATE: Few quick clarifications! Tail Whip: Stops enemies mid-dash and dash-likes, the short duration stun is there to make it more obvious and notice-able with the interrupt, the other element of use is throwing your tail in front of you for the speed boost (other wise the tail is always behind you, of course, which doesn't make you move faster)
Relaxation and Other: In terms of ally encirclement only Qo can see a metre to show her current progression for the completed effect since allies always get a positive effect for themselves there-by do not need to see the progress metre around them. If she fails to encircle within 1.5 seconds then the metre resets to her current position until she succeeds and activates the enchantment / heal / ultimate shield (invulnerability).
For enemies the metre is visible to only enemy champions currently being affected and potentially charmed, of course Qo can see the metre too to know her progression for her charm. If the target is currently immune to the passive because they have been recently charmed by Qo then the metre also will not appear until the on-target cooldown is no more for the target can be charmed again.
To clarify, the metre is around the unit's hit box and most likely a brightly lit colour for clarity purposes.
Other: Allies would technically be able to run around Qo to get the enchantment and heal even with Qo standing perfectly still, only thing is they have to be fast enough which 1.5 seconds is not a very long time and most champions move much slower than that so they won't get anywhere near close enough to proc the enchantments before the metre resets. Same goes with enemies being able to charm themselves (Qo on Qo action mirror match up would just charm themselves at the same time).
Also there is absolutely no cheating in Qo's kit, you actually have to run around the target and Flash is an instant teleport and there-by you didn't walk there - Ghost would help you run around faster to charm faster, but Flashing to the other side just resets the metre.
