One thing that a lot of people have trouble with early on getting champions.
What about making this a little easier on the new players?
NEW: Summoning tickets
Effect: Redeemable to purchase one 3150 IP champion or higher. Nonrefundable.
You get one ticket for levels 1-10, 2 tickets for levels 11-30. All summoner spells and mastery trees are now available to level one players.
Thoughts?

The point is that currently, you are locked out of jungling, you have a statistical disadvantage to higher leveled players, and you have no meaningful reason to level up to 30 at the current point and time.

fattyhotdogs1 votesDo people forget that Riot is a business? New players that haven't even gathered enough IP to buy a champ shouldn't be progressing to a new champ yet - let alone jungling.
Although, I'm pretty sure you just want to have more access to champs and jungling when you smurf -_-
