I know this suggestion is probably too late and Riot is likely already finalized / iterating the winter skins, but here we go;

SNOW DAY SYNDRA

She could create ice-blocks with Q and the damage comes from the ice exploding off as the block is carved into a statue; Minions, Wards, Teemos, anything small enough!

R would be the same thing except the ice-blocks would explode and chunk off as they hit the enemy and fall to the ground in the shape of a myriad of League objects or things.

Then you can play Curling or Ice hockey with your sculptures and E!
