Because there has not been the slightest information about a new Taliyah skin. I have found a few interesting custom skins. I heard riot will forbid the use of custom skins, so I won't bother finding source of it, but my question is: When will a new Taliyah skin come?

When? No way to know outside of the fact that there are people with higher priority than her. That said, a Guardian of the Sands skin with a thematic like this would be beyond amazing.
