Looks like a spectraly-looking (snow, not a ghost) traditional japanese girl with a kimono and a katana.

  • Passive: Snow Cloak

Reduce the effect of slows on Yukiya by 20/21/22/23/24/25/26/27/28/29/30 %. Every time Yukiya casts a spell, she gains (stackable) 15% tenacity for 2 seconds.

  • Q: Snow Blade - 10/9/8/7/6 sec CD - 50/60/70/80/90 Mana

Swings a magic blade in an arc (550 units), dealing 60/75/90/105/120 (+ 75% AP) magic damage and applying 1 stack of "Shiver" to enemies hit and applying on hit effects. Enemies are slowed by 15% for 1.5 seconds for each stack of "Shiver". Snow Blade cooldown is reduced by 1 second for each enemy champion hit. Yukiya's next basic attack against a target hit by Snow Blade deals 35/55/75/95/105 (+25% AP) magic damage. > Every time Snow Blade is used, it's mana cost is increased by 10 for 5 seconds.

  • W: Meld with the Snow - 25/23/21/19/17 sec CD- 80/85/90/95/100 Mana

Yukiya's body gains "Snow Body", becoming a cloud of snow, becoming untargettable but still susceptible to AoE effects for 1.6/1.7/1.8/1.9/2 seconds. While in this form, Yukiya gains 20/25/30/35/40 % movement speed while moving to a champion with "Shiver" stacks. She cannot attack while in this state, but can interrupt it and cast her basic spells.

  • E: Breeding Hail - 22/20/18/16/14 sec CD - 75/85/95/115/125

Yukiya creates a Hail storm at a target location for 6 seconds. When cast, enemies inside gain 1 stack of "Shiver", and 1 extra stack every 2 seconds. Enemies inside get 20/30/40/50/60 (+40% AP) magic damage per second. Yukiya gains 10/20/30/40/50 Armor and Magic Resist while inside the storm. If Yukiya has "Snow Body" she heals for 20/40/60/80/100 (+ 15% AP) per 0.5 second and gains 10/15/20/25/30 % movement speed while inside.

  • R: Sword of True Snow - 90/80/70 sec cooldown - 100 mana

Passive: Yukiya's basic attacks deal extra (5/10/15 % AP) as magic damage.

Active: Double Snow Cloak's, Sword of True Snow passive and Breeding Hail armor/mr effects for 6/7/8 seconds. Additionally, she sends out a big wave of energy, applying 3 stacks of "Shiver" to enemies hit and dealing 100/130/160 (+70% AP) magic damage, then bouncing back from the hit enemies back to Yukiya, creating a thread between them that refreshes their "Shiver" stacks duration and stays as long as there is a certain distance between Yukiya and the targets, if not broken after 2 seconds, the enemies with a thread become "Vessels of the Hail" for 5 seconds, during this debuff, their "Shiver" stacks don't wear off. "Vessels of the Hail apply 15% Slow plus 15% for each of the "Vessel's" "Shiver" stack to other nearby enemies. "Vessels of the Hail also receive 15% more damage from Yukiya's spells.

Hello there Sode-no-Shirayuki :p (I'd love if there was a Snow Lady character like her...)

Anyways, this is decent starting point, but she needs a lot more before she'd become properly viable.

For starters, she's a mage/fighter hybrid but that's very difficult to get right because of the way attacks work. She's presumably going to be melee but since she's AP she's not building AD which gimps her attacks. Her ult passive helps but not until level 6.

One thing you might try is making her Q a lot more spammable and low-cost (closer to Riven or Yasuo's Q) to make up for her basic attack issues. As it is now, the ability doesn't quite have the damage to justify its longish cooldown (40 base + 70% AP is very low early on, Lissandra's Q is the gold standard of low-damage spammable magic damage and it has a base of 70 and longer range) and it DEFINITELY doesn't need the scaling mana cost.

The W is an interesting dodge ability. Since she's melee I approve of the notion. Duration's a bit long and the lack of immunity to AOE is a downside she doesn't need. Can she still attack or cast in that condition?

The E is an interesting take on skirmishers. I kinda like the idea that instead of having short but frequent bursts of mobility, she instead prevents enemies from getting away from her. Not sure about the interaction with her W, that's a little tacked on.

This ties in reasonably well into her passive (she's not so much very agile, she just stops you from getting away from her) and it ties into the general theme of Freljordian champions manipulating slows, but her passive as it is is hard to notice. I'd suggest her passive working while using an ability. Generally tie into the notion of a graceful fighter.

She needs an actual ultimate XD What she's got now is nothing more than an uninteresting stat boost. Ultimates are supposed to provide moments of clear power to champions.

I will say you inspired me to make a Lady of War Yuki-Ona swordswoman champion concept sometime, so thanks for that :)
