Design

Loko is a DPS Mage who uses her abilities to change the effects of her auto attacks. She is designed as an ADC for team comps with a lot of AD already, so she deals mostly magic damage with her auto attacks.

Her model would look much like a Winged Forest Elf with a Wooden Wand that changes depending on her current spell.

Passive - Faerie's Rite

Loko gains increased attack speed based on her ability power.

Q - Inflarigus!

Upon Activation - Loko's first attack after activating shoots a Blast of Fire, dealing damage to all nearby units of the original target.

Persistent Effect - Loko's attacks burn enemies for damage over a few seconds.

W - Electrify!

Upon Activation - Loko surrounds herself with a static area for a few seconds, slowing enemies in that area.

Persistent Effect - Every 3 attacks, Loko calls a thunderbolt down on an enemy, dealing a large amount of damage. Enemies inside the static area that are hit by the thunderbolt are stunned briefly.

E - Liquidate!

Upon Activation - Loko gains increased ability power for a few seconds.

Persistent Effect - Loko's basic attacks deal additional damage depending on her current ability power.

R - Trilenda! (This ability is an ultimate and only has 3 ranks and a long cooldown, not like udyr)

Upon Activation - Loko's next attack sends a tricombined bolt at the target enemy, dealing massive damage and warping them to a random location within a small range of their original location.

Persistent Effect - For the next few seconds, Loko gains all of the persistent effects of her other abilities.

This is vastly overpowered and it is clear that you need to learn more about how to construct a kit and play-style. I would recommend looking at your favorite champion and see what defines their role and play-style and when creating your own champion have a clear idea of what a kit needs to be balanced.

Tip: Not every ability needs a passive
