I really hope she gets one soon, because honestly I just hate looking at her in game, mostly when I play her. She looks so bad, and her lines are so dumb, and her Victorious skin is really just a nice coat of paint over...well, an ugly thing. :(
It's an alright skin by itself, but it can only do so much to cover up the terrible model and animations.
Actually I think its a slap in the face to have a skin for only gold or higher level players. Some people give up trying to rank for personal preferences like toxic players, and just play norms because they love the game. I love Morgana and would love to have the skin, but I won't sacrifice my sanity by trying to rank up to be able to get it. 
A sad sad day for me as a player, but a good day for my wallet Riot.
I finally reached gold. I am sad because I strongly dislike Morg, but she gets the skin :(

They've said that one of the big problems with a VU is that they need to create an entirely new rig because she doesn't actually have legs under that dress. Kind of the same problem as the twitch VU because he had a really bad rig which caused him to be difficult to update
