A champion that breaks the level cap?

A common trend in games with mulitple pieces is to have a character or element that "breaks the rules." A couple of examples in League are Karma, who starts with her Ult already learned, and Jayce, who gets 6 points for each ability but lacks an ult proper.

What about a character that can go past the level 18 cap, with all the scalings per level that that entails -- stats gained, damage increases on certain item actives or runes, and, particularly, an extra point for each ability (up to level 22)?

What kind of character design would fit best for this kind of mechanic? I was thinking a Mage makes the most sense, the type that pursues and peruses knowledge, but haven't given it any more thought beyond that. I just think it would be neat to see a champion with a hyper late game that isn't built around a minigame like collecting chimes or stacking one ability.

That would fit Syndra well considering she's constantly in quest for more power in her lore. Maybee in order to level up over lvl 18 she'd have to complete some kind of quest? Idk, cool concept. I don't think it would make the champ more op than someone who can infinitely scale like Veigar or Nasus too.

As far as I know, Riot considered to do exactly that with Udyr. Letting him reach level 20, so he is able to max all his abilities to the cap of level 5.

Since Udyr is on the list to get a VGU eventually, maybe they will do that in the future?

It's interessing, but it have a few limitations: 1- With the base exp gains, it would take forever for the champion to reach a point where this mechanic is viable without being broken. 2- If you gave the champ a exp boost mechanic, it might warp the game due to catch up exp (Basically you would be able to get high level so quickly that you would speed up the late game exp wise).
