Volibear: Rolling Lightning Bear - Remake Concept
Volibear's theme is definitely no where near utilized properly at all, both at being armoured and utilizing lightning. Two broad point I want to focus on here:

I want to implement better decision making, and some extension of more skill requirement and not be a mindless meat shield that deals decent damage. Allow for better skill expression between every Volibear player and based on the situation, which allows room for both human error and player success, which makes him both a lot more of an interesting champion from the outside and to play as.

The second point is making his lightning theme significantly more apparent and not some dinky chain lightning claws for an ultimate (I probably will nerf this down and turn it into a new passive for my ideas, since it is fitting to have on his kit, but not as an ultimate). This will also include adding in a lot more lightning elements through-out his entire kit, so no more biting bears because bears maul their prey and utilize their claws, they only use their mouths to eat.

There is also adding in the armour element, and a more interesting decision would be a lightning shield around him that grants a bunch of damage reduction or something, but he can expend the shield to deal a huge amount of magic damage around him which removes the shield while the ability is on its lengthy cooldown - adding in some risk-reward element for using your best tank steroid as a massive damage nuke.

Rolling Thunder right now does not have very good player satisfaction to it, nor great in high elo / competitive play either. So a double whammy for this one would be turn it into a weighty, heavy, and hefty dash-like where Volibear literally rolls with power and might in the target direction, stopping at the first enemy in his path and flipping them over his head. The dash speed would not be that fast, but still faster than him running at enemies like what he does now, most importantly it is the weight, impact, and power of the rolling bear that just feels great for the player while having that slightly extra speed to it for high elo players, while being a straight-line dash still offers better counter-play for all of the power that the flip has. The feel of the animation and power of the roll will finally match the power of the flipping over the head utility that it offers.
Lightning Claws (Passive):
Every 5th basic attack will create a chain lightning that bounces to nearby enemies, damaging up to a maximum of 6 enemies, dealing 60 - 180 (+5%bonus health) (+60%AP) bonus magic damage and healing himself for 20% of the pre-mitigated damage dealt, 3% of the damage dealt against minions and small monsters.
Bounce radius is 75/150/225/300 units [@levels 1/6/11/16].
Rolling Thunder (Q):
Cooldown: 12/11/10/9/8 seconds; Cost: 35/40/45/50/55 mana; Range: 500 units
Volibear mightily rolls in the target direction, stopping at the first enemy in his path and flipping it over his head, dealing 30/60/90/120/150(+100%AD) physical damage and briefly stunning it for 0.5 second.
Electric Surge: Volibear rolls 2/2.5/3 times faster and twice as far.
Surging Frenzy (W):
Cooldown: 8 seconds; Cost: 40 mana + 9/13/17/21/25 mana and health per attack; Radius: 500 units
Passive: Volibear's attacks grant him 5/10/15/20/25% bonus attack speed for 4 seconds, stacking up to 15/30/45/60/75% bonus attack speed.
Toggle: Volibear increases this passive's attack speed bonus by 100% and ignores his attack speed cap. Additionally, his attacks will ground targets for 0.5 second. Initial activation will stop and knock enemies down to the ground that are around Volibear, dealing 60/95/130/165/200(+60%AP) magic damage upon succeeding.
Activating Surging Frenzy will always damage and fear nearby minions and monsters for 3 seconds.
Electric Surge: Upon activation, passive attack speed bonus is instead increased by 140/170/200% and Lightning Claws applies every 3rd basic attack for the next 4 seconds, but Surging Frenzy must remain active to gain these benefits.
Majestic Lightning (E):
Cooldown: 20/19/18/17/16 seconds; Cost: 100 mana; Range: 500 units
Passive: Volibear surrounds himself with an electric field indefinitely, granting 11/12/13/14/15% (+3/3.5/4/4.5/5% per 100 bonus armour) (+3/3.5/4/4.5/5% per 100 bonus magic resistance) damage reduction while Majestic Lightning is not on cooldown.
Active: Volibear lets out a mighty roar, blasting his electric field out around him, dealing 30/60/90/120/150 (+16/17/18/19/20% max health) (+180%AP) magic damage to struck enemies, but he takes 25% increased damage for the next 2.5 seconds.
Electric Surge: Stuns struck enemies for 2/2.5/3 seconds, but deals 65% less damage.
Electric Surge (R):
Cooldown: 130/100/70 seconds; Cost: 100 mana; Radius: 600 units
Volibear brings down the lightning to his location, dealing 250/325/400(+100%AP) magic damage to nearby enemies around him and enhancing his next basic ability cast.
