why isnt there a jax vu yet? let alone in the works even?

Who says its not in the works? You also relies that ALL of his skins need visual updates, not just his base one? So that's 10 skins that will need to up remodeled, textured, playtested for bugs ect.
So that's why.
He's also not the worst looking champion in the game right now.
Riot likes to do gameplay changes and visual changes together now.
So if they don't consider Jax's kit a problem, it might be a while.
Jax looks pretty good right now. He's not new looking, but for an '09 champion, he looks really good. There are so many that need it more, leave it be.
i feel i should point out the twist of fate cinematic that showed a new baron nashor....that was like 2011 or something? we basically just got that nashor in 2015, will jax get a vu of some kind? possible very possible after all everyone is gonna get a vu and vo update at some point just be patient
