A host of absolutely psychotic murderers roam this section of the catacombs that have been granted complete and udder immunity to most normal laws within Noxus when it comes to murder, torture, and other similar crimes. For the most part, they can maim and kill whomever they please as long as they have the strength to do so. Once every few months, a national holiday within Noxus takes place where most of these maniacs are all gathered together, unleashed into a pit, and left to do as they please to each other. This has come to be known as the Carnage Games since it is the most bloody celebration to be able to relatively safely spectate in Runeterra. The purpose of the Carnage Games is to make sure only the strongest madmen are being kept alive within the Catacomb Carnivals, but many of the more sadistic members of society that reside within the Immortal Bastion and surrounding settlements have come to start placing bets on the participants and make it into one of the biggest parties in Noxus. What once started out as a simple population check has since become an absolute blast of a party where buffets are set up, bets are made, and various other festivities are had. Many denizens of Noxus see the Carnage Games as a disgusting echo of the origins of the Immortal Bastion when it was once ruled by Mordekaiser, but others see it as one day where the true meaning of Noxus is put on full display. This has caused the holiday to be brought in politics many times, but every time it is brought up, it has been able to survive the debate and, actually, usually grow to become a larger spectacle. This rise in popularity and power of the holiday can be thanked to no one other than Rakir, the sadistic host of the Carnage Games who is actually a participant that is strong enough in his sadistic magic that every year the games are less of a challenge to him and more of a game. He has become more of a proactive spectator than an actual survivor, constantly narrating the brawls that take place and forcing engagements for his own delight. His magic is unique to him and only him, and, to many, is the epitome of the games itself. His magic bends the minds of those he casts it upon, sending them into madness and, eventually, blind rage. His sadistic side constantly shows as former allies in the games are thrown against each other with one commonly awakening from their bloodthirsty rage with the spine of the other in their hands. Other than that, not a thing can be confirmed or denied about him. His goals, however, are well known to all. He gleefully exclaims every Carnage Games that, one day, he plans to somehow escape from the confinement of the Catacomb Carnivals and claim his proper place as the ruler of all Noxus. Then, he will host a global Carnage Games where all will kill their loved ones and turn on their former comrades. He will send the world into madness and make sure that none survive! For this exact reason, he has never been allowed out of the Catacomb Carnivals and many have said that he should be executed immediately. However, to kill Rakir now would be to kill the Carnage Games. Passive- Revel in Carnage Innate- Revel: Whenever a nearby allied champion or enemy unit Enraged by Rakir deals damage with their basic attacks, Rakir is healed for 8% (+1% per 100 AP) of the damage dealt. Innate- Carnage: Enemies afflicted with Enrage by Rakir have the damage dealt by their basic attacks and on-hit effects modified by -50% (+12% per 100 AP). Aura Range: 900

Ability 1- A Show For the Crowd Passive: Rakir's basic attack's apply a stack of Blind Rage to his target for 5 seconds, up to a maximum of 3 stacks. Basic attacks against a target with 3 stacks cause them to bleed for 25/50/75/100/125 (+25% AP) magic damage over 5 seconds. Active: Rakir causes the target enemy unit with 3 stacks of Blind Rage to become Enraged for the next 1.25/1.5/1.75/2/2.25 seconds, forcing them to attack their nearest ally for the duration. While Enraged, all damage dealt by the basic attacks of the Enraged unit is considered to be damage dealt by Rakir. All stacks of Blind Rage are consumed from the target when this ability is used on them. This cannot be cast on the same target more than once every 13/12.5/12/11.5/11 seconds, reduced by cool down reduction. Cost: 40/50/60/70/80 mana Cool Down: 1 second Range: 600

Ability 2- Malicious Encouragement Active: Rakir teleports to the target location, causing all Enraged enemies between his starting and ending location to be applied Grievous Wounds for 5 seconds. Enemies who are not Enraged that are between Rakir's starting and ending location will be applied 3 stacks of Blind Rage for 5 seconds. Rakir gains a 35/45/55/65/75 (+10% AP) shield for 7 seconds for every enemy hit affected by this ability. Cost: 90 mana Cool Down: 15/14.5/14/13.5/13 seconds Range: 600

Ability 3- Raze Society Active: After a 3 second delay, Rakir causes himself, all nearby allied units, and all nearby enemy units to gain 45/50/55/60/65% (+10% per 100 AP) increased attack speed and 10/15/20/25/30% increased movement speed for 6 seconds. Enemy units affected only gain this boost while they are Enraged. This can be activated while Rakir is channeling 'What a Riot!' without interrupting the channel. Cost: 70/75/80/85/90 mana Cool Down: 19/18/17/16/15 seconds Range: 550

Ultimate- What a Riot! Active: After channeling for 1.5 seconds, Rakir sends a bolt of malefic energy in the target direction that causes the first enemy unit hit to become Enraged for 2.5 seconds. While Enraged, all damage dealt by the basic attacks of the Enraged unit is considered to be damage dealt by Rakir. During this time, the Enraged unit's basic attacks will cause their target to become Enraged for 2.5 seconds. Enemies Enraged this way will prioritize their allies who are not Enraged. The same enemy unit cannot be Enraged by this ability more than once. Cost: 100 mana Cool Down: 175/145/115 seconds Range: 1000/1250/1500 Projectile Speed: 1000/1250/1500

GAMEPLAY PHILOSOPHY Are you tired of Marksman constantly ruining your day? Is Yasuo, Master Yi, or Tryndamere really not your thing? Well, maybe Rakir is the guy for you! Unlike the other common anti-AA character in this game, Rakir doesn't necessarily kill the AA-reliant champion, but... forces them to kill everyone else. Rakir is all about the thrill of a giant brawl and all the killing that comes with it, so he performs well in strategies where both teams rely on basic attacks. He introduces the new form of crowd control known as Enrage, which causes the affected enemy to run at their nearest ally and try and kill them with love intense hatred aka basic attacks. This forces the enemy to think about their positioning and make sure Rakir gets nowhere near their AA-reliant champions. Once he casts 'What a Riot!' and then follows it up with 'Raze Society', it'll be a real slug fest within the enemy team's ranks! During the laning phase, Rakir wants to typically be partnered with a carry in the Bottom Lane. This is due to the fact that they will likely be facing another duo in the Bottom Lane, allowing Rakir to make the most efficient use of his Enrage mechanic. Furthermore, 'Raze Society' also affects Rakir's allies, meaning he offers a fairly large boost to any nearby ally when he casts it. When he or his lane partner finds it favorable to trade with the enemy, Rakir can use 'Malicious Encouragement' to quickly apply 3 stacks of Blind Rage, cast 'A Show For the Crowd', and then AA them 3 times to cast 'A Show For the Crowd' again once it comes off of cool down on the target. Once Rakir has a couple ranks in 'A Show For the Crowd' this can apply a fairly large amount of crowd control to the enemy over the course of a long fight. Once Rakir is able to cast 'What a Riot!', he becomes a very significant crowd control threat to the enemy team and requires them to keep an eye on him unless they wish to suffer their own carry's wrath. Once team fights start, Rakir has one wish and one wish only: cast 'What a Riot!' on a clumped enemy team and then teleport through them and give all his lovely allies and enemies alike a nice big attack speed boost through 'Raze Society'. He could also use 'What a Riot!' on the enemy, wait for the Enrage to wear off, use 'Malicious Encouragement', and then cast 'A Show For the Crowd' on the entire enemy team, enraging them again. That's his wish, but it won't always play out. Rakir will simply be trying to fulfill this dream every fight, but it may or may not play out as he wants it to. When it doesn't, he may need to improvise and simply act as a nice peel for his own team's carry by Enraging enemies who approach them and giving his team's carry a nice boost with 'Raze Society'.

I honestly really loved reading through this guy's kit. It sounds really fun to play as a support or a solo carry. The idea of making the enemy team fight themselves reminds me of branding uruks in Shadow of Mordor and simply sounds badass. I'd love to see more ideas from you man, because Rakir totally sounds badass in every way.

Wow, This was amazing. The kit was so well planned and designed that I thought I was reading it directly from in-game. His kit and the idea of the champion is unique and very cool. While this is cool, some of his abilities are way too overpowered. His Passive for instance has 2 parts to it. Can he have both of them active at the same time? If yes, then a nerf to the passive would be required. His Ultimate - This was truly unique and a an awesome idea. Is it possible for the whole team to get enrage through Rakir's ult? I think that at level 1 he can only enrage on champion immediately, and at levels 2 and 3 the max can only be 2 but with a significant time increase on the enraged targets( 3.5 seconds at level2 and 4.5~5 at level 3?). Other than that everything else is cool and very well thought. Would this champion have the potential to be a jungler by tweaking his passive a bit? His Q and W would do good in the jungle. Would this champion's main solo lane be mid or top? I really hope someone sees this and maybe picks up a few ideas or even better just create Rakir. Keep creating more!
