Immobile Mage Items

This is entirely a brainstorming post for the upcoming mage update, specifically cool ideas for items nothing about champions that can be discussed individually and on their own.

First off before I get into truly original ideas I think adding two % magic penetration items similar to the Last Whisper items would be cool. Obviously there will not be a grievious wounds options because there is already morellos so I was thinking one will be just Void Staff as it is now with total magic penetration and another item that is stronger against tanks, but weaker against squishies that has a great % ignore but only for bonus magic resistance instead of total with a similar damage amp to the Last Whisper item but for magic damage.

For these split items the passives are named so they obviously cannot stack, but since they are granting different types of penetrations the item that ignores more magic resistance will apply; but this is a very inefficient way to do things and only one % penetration item will be on one champion at a time.

Void Wand: Recipe: Blasting Wand (850g) + 450g = 1300g

Statistics: +40 Ability Power +UNIQUE Passive - Void Penetration: Ignore 30% of your target's bonus magic resistance.

Void Staff: Recipe: Void Wand (1300g) + Blasting Wand (850g) + 500g = 2650g

Statistics: +80 Ability Power +UNIQUE Passive - Void Penetration: Ignore 35% of your target's total magic resistance.

Angelic Staff: Recipe: Void Wand (1300g) + Blasting Wand (850g) + 500g = 2650g

Statistics: +80 Ability Power +UNIQUE Passive - Void Penetration: Ignore 45% of your target's bonus magic resistance. +UNIQUE Passive: Deal 1.5% increased magic damage per 50 maximum Health your target has over you, up to a maximum of 15% increased magic damage.

This next set are squishy mage items for immobile mages to with stand high damage mobile assassins (that term alone doesn't sound balanced to me). These are not meant to excuse nerfs from a certain class of champions, but the entire intention is to allow immobile mages and mobile assassins to coexist instead of going between extremes of this meta or that meta.

The second item is to help ranged mages to both kite tanky dude running at them and help kill them with slightly more damage, but nothing crazy.

Galactic Will: Recipe: Needlessly Large Rod (1250g) + Fiendish Codex (800g) + 850g = 2900g

Statistics: +100 Ability Power +20% Cooldown Reduction +UNIQUE Passive - Magic Barrier: When the same enemy champion has dealt 35% of your maximum health within 2.5 seconds you gain a shield equal to 60(+100%AP) health for 4 seconds (60 seconds cooldown). Magic Barrier is disabled for 30 seconds when you have dealt more than 35% of an enemy champion's maximum health in less than 2.5 seconds.

Sword of Magic: Recipe: Needlessly Large Rod (1250g) + Blasting Wand (850g) + Faerie Charm (125g) + Long Sword (350g) + 225g = 2800g

Statistics: +10 Attack Damage +100 Ability Power +100% base Mana Regen +UNIQUE Passive - Magic Slash: Every 3rd ability cast your next basic attack will slice up your target dealing 40(+25%AP) bonus magic damage and slow it down by 50% for 2.5 seconds only when it is moving towards you.

MR itemization is very different to AR itemization, which is why I don't feel like we need AP Last Whisper, but that is my personal opinion.

Void Staff seems much weaker than Angelic Staff considering the passive (the 15% extra damage seems very compelling). I also feel like the itemization should be a bit different, since most final items share their components purpose (changing or replacing Void Wand ?)

Galactic Will sounds kinda broken, as it prevents the enemy assassin from killing you without much counterplay. Enemy jumps in -> Passive procs, which makes him useless -> you walk away or burst him :C Considering that assassins also benefit greatly from this item I think it might need a few tweaks to fit your inentions.

Sword of Magic seems very constricted to mages with abilities to spam (multiple procs) and honestly seems less usefull than item 3116 as it gives tankyness and slows enemies for escapes and engages.

I love both Void Wand items, and I think Sword of Magic is alright.

However, Galactic Will's passive would be awkward. It should be some sort of shield, or something that can be broken, because otherwise the opponent will leap in, deal a ridiculous amount of damage, and then just stop dealing damage. Which is... strange? It would be OP in low ELOs, though in higher ELOs they will notice you have the item and refrain from attempting tower dives, or other risky moves, and poke you down, but it would still feel weird.
