Bellow, the Wilting Flower

Birthed from a flower, a cute little fairy, with wings like flower petals and pollen for long flowing hair is Bellow!

Bellow sees anything that she deems as pretty or beautiful and mercilessly kills it, strangling off its source of life, and make sure it dies quickly and gruesomely! Her goal is to be the prettiest thing on Runeterra and stops at nothing to accomplish this goal, so if there is no competition, then by default she is the prettiest of them all!

Bellow is a mage-assassin, killing not through high intensity burst, but rather denying shields and heals with her true anti-heal and anti-shield ultimate. This ultimate allows her damage to stick, so any damage she and her team applies becomes a lot more efficient, allowing for less overall damage and still be able to assassinate her target and grants her team-utility to prevent feast or famine elements that every other assassin suffers from.

Outside of this, her mobility is high, skirting around the outside and doing swift area-damage strikes through the entire enemy team with low-damage nukes, but the constant harassment stacks up over time for the eventual kill. A lot of emphasis on team fighting over 1-on-1 skirmishing.

Attack Range: 575 units Movement: 340 units per second Attack Speed: 0.675 +4% per level Attack Damage: Average

Whirling Wings (Passive):

Cooldown: 18 - 10 seconds [based on level; lowers with CDR]; Radius: 600 units

Bellow's next basic attack will draw in nearby enemies around the target to the target by 115(+45%AP) units.

Death Wings (Q):

Cooldown: 6 seconds; Cost: 35 mana; Range: 300 or 800 units; Width: 450 units

Bellow dashes in the target direction, slashing enemies with her wings and dealing 40/60/80/100/120(+40%AP) magic damage to struck enemies, the first enemy struck is dealt a bonus 3/3.5/4/4.5/5%(+1% per 100AP) of its max health. Striking at least one enemy will cause Bellow to dash 500 range further.

Casting Death Wings within 3 seconds deals true damage, but at 45%(-5% per 5 magic pen) reduced damage, includes its bonus damage from Pollen Punch.

Passive: Every cast of Bellow's other abilities will refund Death Wings' cooldown, including consuming Whirling Wings.

Pollen Punch (W):

Cooldown: 7 seconds; Cost: 75/80/85/90/95 mana; Range: 1000 / 350 units

Bellow fires a burst of pollen in the target direction, exploding in an area at the end of its range or against the first enemy struck, dealing 60/90/120/150/180(+50%AP) magic damage to struck enemies and slowing by 25/30/35/40/45%(+3% per 100AP) for 2.5 seconds.

For the next 2.5 seconds, enemies affected by Pollen Punch are dealt 20/30/40/50/60(+30%AP) bonus magic damage from Death Wings.

Skirting Flutter (E):

Cooldown: 14/13/12/11/10 seconds; Cost: 70/80/90/100/110 mana; Range: 800 units

1st Cast: Select a target enemy, causing Bellow to quickly flutter a full 90 degrees counter-clockwise and granting her 14/18/22/26/30%(+4% per 100AP) damage reduction for 4 seconds.

2nd Cast: For the next 4 seconds, select a target enemy, causing Bellow to quickly flutter a full 90 degrees clockwise and heal herself for 60/90/120/150/180(+80%AP) health, but removes her bonus damage reduction.

Distance of the dash is based on distance to the target enemy.

Beauty Suffocation (R):

Cooldown: 15 seconds; Cost: 100 mana; Radius: 700 units

Bellow takes away the life from the area around her, lingering in place for 3/4.5/6 seconds, making enemies immune to shields and heals for those inside. This can be cast while Bellow is dashing. Any shields or heals applied against these targets will instead heal Bellow for 35%(+5% per 100AP) of the value.

UPDATE NOTES:

Death Wings: When casting within 3 seconds of the last cast will cause Death Wings and its bonus damage from Pollen Punch to deal true damage instead, but at 45% reduced damage which the reduction reduces with FLAT magic penetration at -5% per 5 magic pen.

(I like the overall damage of the spell, but the spam of the resets might be creating a little bit too much damage too quickly. This change allows for there to be LESS damage overall, but still feel good for the player with it being true damage. Also this only can apply with the reset since the cooldown will always be higher than the duration. True damage also goes well with her strengths toward the late game teamfights as well.)

Not only is this grossly overtuned...but the reason Riot won't put in a champion that can truly deny heals/shields instead of just giving grievous wounds or shieldbreakers is because it makes an entire archetype - heal supports - absolutely worthless. If they ever did, you have it right that it'd be an ultimate...but on a 12s CD, they'd literally have no real window to even TRY outplaying you, especially at max rank. 45%CDR puts that at around 6.6s. That leaves a 2s window for heals. Ultimate Hunter can actually take it to 55% CDR since it's your ult, putting it at 5.4s. at LESS than a 1s window to try and assist someone, any Soraka, Taric, Nami or Sona player would literally be more beneficial to their team by going afk, or risk healing the holy hell out of you instead of their team. Not even mentioning:

  • Your combo will ALWAYS be up with those numbers: at max CDR literally no part of your kit needs more than 10s to wait on cooldowns.
  • You have huge mobility and a spammable self heal OTHER than the healing you'd get if someone tried healing their friend
  • You pull enemies together as a BASIC ATTACK on a 4.25s cd (at max CDR) to be sure all your AoE hits everyone constantly
  • Because of all this, enemies will either have to spend all their cc to burst you before you can be impactful and (if your team is any good) die to your team's counterattack, or they'll take a fight, be unable to heal really any of their key players and lose to your team.

Don't get me wrong, I don't think your idea is a bad one. I just think that in it's current state, it's beyond overtuned. It's still more than salvageable...but this needs some major balance changes.

The kit made no sense for the anti-healing and anti-shielding to be applied, so now it is an area effect and has more clarity of its power being on and off on targets, it also requires a lot more skill between a bad ult and a good ult with it being in an area.

The passive is a vacuum together, does not pull them towards you like a Swain passive, and it is meant to help you deal better AoE damage - but since it applies on your basic attack it makes it much harder to use well and the stronger vacuums are super risky since you need to get in super close.

Her Q will be pumping out a lot of damage, but she is fully exposed while she is dashing about, so she needs her damage reduction and healing for she does not instantly die whenever she goes in and with her lack of burst damage means the opponent has room to properly counter attack. Her ultimate is to have her damage stick when used well, but she needs multiple strikes before she can kill her target, allowing her to have a bunch of utility be and balanced and a lot more useful for her team as an assassin.

Also she may be able to hard counter some champions like tanks and supports, but she has hard counters against her as well like those with anti-mobility like stops and grounds.

The vacuum passive helps her out, but for most of the game it is not oppressive and even by late game with a bunch of AP it feels a lot stronger and her power is aimed at the late game teamfights, but nothing over the top. Maybe I can raise the highest level cooldown a bit.

With Q, remember it involves her dashing through everyone so even melee champions can hit her when she goes in or just nick a target from the outside for a slightly less risk Q (but less impact going for one target rather than as many as possible). E is a powerful re-positioning and defensive tool for a reason.
