Mediya, The Draconic Mistress
Warning: Super long concept
Hello everyone. It is has been quite a while (I think) since my last character creation post on these boards. I am happy to be back with a new creation: Mediya, The Draconic Mistress.
Quick Note: I do appreciate and welcome feedback only if the feedback is kind and constructive. I am always willing to talk my idea out if people have questions/concerns about my ideas. 💘
Inspiration/Goals for Mediya
I had several goals for Mediya. The first is simply I wanted to create a Dragon version of the Vastaya simply because I love that group of characters. I did check and
is not Vastaya. The other is that I wanted a beautiful, enchanting, somewhat powerful name for a female champion. As for the champion's kit's theme I wanted to be a mixture of gracefulness and chaos because Dragons holds elements of chaos while vastaya are graceful. Hopefully Mediya represents that in her kit.

Type of Vastaya: N/A (most of the tribes are not identified clearly on Universe, however I would believe that Mediya shares characters of a landwalker tribe).

Abilities
Passive: Draconic Rage
After landing 2 attacks within 2 seconds, Mediya becomes overcome with Draconic Rage. Draconic Rage increases the the damage of her basic abilities by 5% (increases by 1.5% per 100 AP) for 4 seconds.
Cooldown: 60-20 seconds, depending on level.
Notes:
Immune to CD reduction.
Q: Mediya's Heart
Range: 650
Type: Skillshot
Mana: 50/55/60/65/70
Cooldown: 12/11/10/9/8 seconds
Mediya fires forth a part of her soul in the shape of a gleaming orb. The orb flies down a straight line, dealing 50/95/140/185/230 (+70% AP) magic damage. Each damaged enemy unit will grant Mediya a shield equal to 5% of the damage inflicted.
Notes:
If combo-ed with Mediya's W: Cutting Wind, the orb will fly further (if Mediya connects with the orb).
Mediya's orb can be blocked with spellshields, but not removed. However, her orb is treated as a projectile and is subject to the same treatment of other projectiles.
W: Cutting Wind
Range: 850
Type: Skillshot
Mana: 60/75/90/105/120
Cooldown: 20/18/16/14/12 seconds
Mediya jumps back briefly before taking flight, wings outstretched, and glides forwards dealing damage to those along her path. Mediya deals 100/125/150/175/200 (+50% AP) magic damage to those hit.
Notes:
Enemy champions hit by her wings take 20% less damage. Enemy champions hit head-on take in normal damage.
Minions take 60/65/70/75/80% damage.
Mediya flies faster when influenced by bonus movement speed.
After taking flight, Mediya is unstoppable, however, if she cc'ed during her preparation stage, then her W is cancelled yet suffers a cooldown.
Mediya cannot cancel her W after casting the ability.
E: Chaotic Flame
Range: 750
Type: Cone
Mana: 60/70/80/90/100
Cooldown: 14/13/12/11/10 seconds
Mediya breathes out fire for 2 seconds, slowing herself by 20% during the duration, and deals 40/85/130/175/220 (+65% AP) magic damage to all enemies hit. Enemies hit by the flame are then marked with Devastating Flames.
Devastating Flames: The mark is a fear effect that grows stronger over time. The effects grows from a min. value of .3/.35/.4/.45/.5 seconds to a max. value of .5/.75/1/1.25/1.5 seconds. The mark is removed 1.5 seconds after reaching full power and getting detonated by Mediya. The mark is detonated by any of Mediya's other attacks.
Notes:
Chaotic Flame can be combined with Cutting Wind to create a fire-breathing dragon. W -> E; this will not stop Mediya while flying.
The fear effect can be removed from
, items that remove cc, and will NOT be applied to target who are using spellshields.
Feared targets have their movement speed significantly reduced (70%).
Visual Effect: Mediya blows a "kiss" towards her foes (aka a big orangish-pink, fiery blast).
R: Soul Fury
Range: 850
Mediya channels the bond of her blood and soul and allows it to burst forwards. Mediya instantly resets all of her basic ability cooldowns. Additionally, Mediya radiates an aura that deals 50/75/100 (50% AP) magic damage to all enemy units near her for 4 seconds.
Notes:
The aura hits ALL enemies, even those that Mediya cannot see.
Visual: Mediya's aura is a fiery, raging cloak type of effect.

Recommended Runes and Items
Runes

Electrocute: Mediya can easily combined three spells in her combo to make use of Electrocute.
Sudden Impact: (my preference) I see Sudden Impact as a good rune for Mediya because after using Cutting Wind her damage from her Q and E would be increased while flying. (I can see the other runes in this area being good).
Zombie Ward: This is simply a good vision ward for any game.
Ravenous Hunter: This is a great runes because it would increase her shielding during the game on ALL of her abilities instead of just her Q, potions, etc.
Celerity: This is good simply because it allows her to fly faster during Cutting Wind.
Gathering Storm: This allows for her to be able to scale nicely into the mid -> late game.

I see a lot of different items being good on Mediya.

Really... anything could be good.
would work with Cutting Wind.
is good for busting down a target and does count as a spell for Electrocute.
might not be the best because Mediya does try to burst people instead of having a fight overtime.
is actually pretty good because it allows her fly faster and slow down enemies.
could be good too for stopping healers
etc.
could also be nice. Not only does it allow her to fly faster, but it does allow her to get a little extra damage from her auto attacks (which are ranged).
could also be good for the same reasons that

(Under work)
_Beautiful, manipulating… deadly… these are all words to describe the young, draconic mistress known as Mediya. Mediya serves no ideals, no masters. Mediya exists only to pleasure herself and rule her own world, her own destiny. Mediya is willing and able to burn down every person, creature, or thing that attempts to stand in her way, until they are nothing more than a pile of ashes. Mediya would appear evil to those at that meet, but they do not know what befall the young mistress early in her years. Mediya was born high in the mountains of Ionia to a loving mother and father, whose names have lost to time. Mediya grew up listening to the stories of the vastayan tribes of the land, water, and air. Mediya would be sang to sleep with various songs of her people, and she would help her people through the hard times and help them celebrate the good. Yet, everything changed when Ionia and Noxus went to war. Mediya’s tribe were amongst the first to be attacked and ravaged by the Noxian invaders. Mediya’s people fought bravely with their combined forces of fire and wing, yet they were ultimately defeated. Mediya watched, horrified, as her family and friends were each struck down by Noxian steel. Mediya only survived the onslaught because the Noxian general had taken a personal liking to Mediya’s appearance. Mediya, unlike most Vastaya, held more humanistic features than she did animal. She had high cheekbones that Queens would kill for and gorgeous dark, auburn hair that fell down past her shoulders. Along with a curvaceous frame with long legs and thin arms tipped with dagger-sharp nails. Yet, unlike human women, Mediya wielded large, dark, rough wings that hung low around her sides. Mediya, beaten and battered, was ripped from her home and chained within a metal cage. Her mouth was gagged and her wings clipped and was taken back to Noxus. Mediya had become a display for people to come and gawk at. Mediya experienced hunger and thirst like never before. People would tease her with food and water before pulling it away simply to make her beg and cry. Along with her hunger, Mediya left out in the burning sun day-in and day-out, exposing to her the harsh cold and crippling heat. Mediya lived like this for a time until one fateful night. It had rained. Mediya, who lied dying in her cage, felt life enter her weathered flesh. Her eyes fluttered open and with a crack of thunder, Mediya’s strength returned to her. She felt her flame return to her heart. A flame that erupted through Mediya’s very soul and burst from her lips, melting the cage that confined her. With the cage in its weakened state, Mediya funneled her strength and burst from the cage, sending shards of heated iron flying in various directions. Mediya, with her wings that had healed overtime, took to the skies and setout to seek vengeance on those that harm her and hers. Yet, Mediya never believed that she could return home, nor did she want. All that remained at her homeland were ashes and painful mementos. Yet, whether or not the Draconic Mistress is fact or myth, no one knows. All that is known is that in the dark of night, one of several Noxian cities were burned to the ground and all that was left in the city’s wake were leathery fragments of a dragon’s wing. _
(The lore is going to get tweaked as I make changes to her overtime)
That is all that I have for now. I might include more stuff as times goes now, but for now, Mediya is finished for stage 1. I do plan to re-post Mediya after I get feedback and make changes (and include new content). I do plan to add interactions and her emotes later on, but for now, I get the "beef" done. Enjoy!
