About the character: I was inspired by the song "Winter" by Antonio Vivaldi, the symphony of the four seasons. Because he had a "pompous" magic, I imagined him in poses like Jojo bizarre adventure hahahaha. Furthermore, I imagined that Iere could be a mage of Demacia who, while using magic for the nation, is simply "endured" because of his loyalty and competence in service. And for that, Iere could be a person in favor of the ideals of the Sylas, but he is against the violence that Sylas uses. I had the initial idea of ​​passive just because he was a wizard in a country that hunts wizards that is publicly in favor of the magicians being allowed in the nation would certainly be the target of several people who would try to assassinate him and silence him once and for all. Or could he be someone who uses a real ice weapon (a wand of a maestro, why not?), Saw the civil war being waged within Demacia and decided to go there himself in order to offer a less violent solution Sylas was looking for. I also had the idea of ​​these magical spikes being made of solid ice and having some kind of interaction like blocking the path or causing slowness to enemies. After reflecting for a while, I realized that I would add yes if his abilities were in fact based on the seasons, as W - Presto will be (because of the "heat" of the explosion), winter like E - Vibrato (freezing and creating a wall), spring as Q - Score (trees growing from the walls) and passive as autumn. This, of course, would make more sense if he was originally from Demacia. I also thought of an alternate version for E - Vibrato, that he would come out generating an ice wall while he walked, that could create a better offensive for him in the trades, maybe? Maybe I could add the option, if I activated this ability on a wall of the map, would extend the wall. Who knows, could it help to balance things more?
