I hope not. We already have over 140 champions, yet only a small fraction of them see any viability worth mentioning. It's usually the same 3-5 champions picked for each lane, leaving over 100 or so behind, forgotten till next season or so. You don't need to keep spewing out champions with overloaded kits or essentially better versions of previous champions to keep the game 'fresh.'
Currently 26 champions have above 5% pick rate (which means that they're picked more often than once every 2 games). Decrease that to 2% (or in other words, at least once every 5 games) and you have 96 champions.
So statistically, you are biased. People play what wins the most. If you have a problem with people picking to win, refer to non-competitive game modes. Champion and balance updates are necessary to keep the game fresh. Take that away and the game dies.
In few weeks there's going to be a new champion announced
As of now, 2 new champions have been teased, with more possibly to come for this year.
