I'm going to drop something that's slightly controversial.
You're not just being matched with 40% winrates players.. everyone is.
If you want to climb, you have to learn to deal with 40% winrate players,
and win anyway. Or, you can look up op.gg's and dodge if you encounter them.
Edit: I see that you're playing Flex. The matchmaking in Flex is fucky
and I recommend you play solo/duoqueue instead.
Edit2: I see that you're not only playing Flex, but you're playing Flex 3v3's.
Dude, the population of players in this mode is too low to generate even games.

Why should I learn to deal with someone who cares so little about rank so I can artificially boost them to a 50% win rate when they don't deserve it nor do I get any bonus for doing so?
Because you want to climb? I'm sorry, but the reality is that you either learn to deal with bad players or keep complaining endlessly on how your bad teammates are holding you back. EVERYONE is playing with the same awful teammates you get in your games, some players are climbing, some are hardstuck, and some are entering your games on a 40% winrate. I'm not saying it's fun to basically have griefers on your team, but I'm 100% telling you the best option is to accept the reality of League of Legends and start thinking about how you can make the best of it.
