Chloe and E'La, the Unlikely Duo

Chloe is a sweet little human girl, around the same age as Annie, that was born from a sky kingdom making her of the purest, most innocent of humans and able to wield powerful magic.

E'La is born from the Void, is a ruthless killer and mindlessly wants to consume everything in sight, but she ends up being tamed by Chloe and obeys her like a dog to their master. [Imagine E'La as a combination of a voidling while looking like a running bird like a chocobo from Final Fantasy in size and form factor, slightly smaller however and is more the height of Chloe (who is similarly tall to Annie) with classic phoenix-like elements to her.]


Chloe is a pet mage with E'La as the pet of course, having a 4 rank ultimate where you automatically start the game with a rank into your ultimate and then level it like normal, which is E'La and cooldown begins when E'La dies.

Positions are either middle lane or duo-lane, she is a damage dealer, able to take objectives quickly thanks to E'La's help and burn through the health bars of beefy targets, but very low burst damage.


Attack Range: 500 units Attack Speed: 0.694 +4% per level Movement: 335 units per second Base Attack Damage: Average Base Health: Very Low


Strengthened Bond (Passive):

When E'La is within 500 range to Chloe, then Chloe gains 15%(+3% per 100AP) damage reduction.

Weighted Magic (Q): Cooldown: 4 seconds; Cost: 50 mana; Range: 625 units

Passive: While Chloe is riding E'La, E'La's attacks deal 2/2.5/3/3.5/4%(+1% per 100AP) of the target's max health as bonus magic damage.

Active: Chloe blasts weighted magic at the target enemy, dealing 40/60/80/100/120(+40%AP) magic damage and weighing it down for 4 seconds, deals double damage against non-champions. Direct executes refund the cost and half the cooldown.

Weighted down targets have their bonus movement speed and mobility ranges halved from spells, item actives, and abilities.

Twisted Magic (W): Cooldown: 20/17/14/11/8 seconds; Cost: 100 mana; Radius: 500 units

Chloe swirls light magic around her, healing herself and E'La if struck for 125/175/225/275(+125%AP) health. While Chloe is riding E'La, E'La receives double healing from Chloe instead of healing herself. Chloe also swirls dark magic around E'La, dealing 75/105/135/165(+75%AP) magic damage.

Enemies struck by both the light and dark magic are suppressed for 1.3/1.4/1.5/1.6/1.7 seconds.

(Healing and damage is based on E'La's maximum health.)

Light as a Feather (E): Cooldown: 9/8/7/6/5 seconds; Cost: 25 mana

Passive: If Chloe is within 125 range to E'La and out of combat for 5 seconds, then she will flutter on her to ride her until they take champion or tower damage, using E'La's movement speed and increasing it by 6/7/8/9/10%. While riding on E'La, use her attacks instead of Chloe's for your basic attacks and E'La is the only one that receives damage.

Active: Chloe calls over to E'La to get her to quickly dash to Chloe, fluttering on her which does not cause them to fall off for the first 3 seconds from champion or tower damage.

If E'La is currently not active, then Chloe flutters in the air and becomes untargetable for 1 second instead.

E'La, the Trusted Companion (R): Cooldown On Death: 12/9/6/3 seconds; Cost: 25 mana; Leash Range: 1000 units

Chloe calls forth E'La, being summoned indefinitely until she cannot fight anymore which causes her to go to a place of rest.

E'La Statistics: ~ Has 500/700/900/1100(+500%AP) health ~ Has 500 attack range ~ Deals 3/6/9/12(+25%AD)(+15%AP) magic damage for her attacks ~ Attacks deal double damage when within 500 range to Chloe ~ Attacks deal quadruple damage when attacks are combined with Chloe ~ Moves at 335(+50%AP) units per second ~ Attacks at a rate of 0.575 attacks per second ~ Gains +5/30/55/80%(+45% per 100AP) bonus attack speed

(I like the concept of a League of Legends chocobo rider-esq element about them, so went harder on the rider element rather than a mage and her pet by weakening the power when separated (and especially when E'La is currently not around due to being "out of energy") and going all in on the rider element which I find will be super cool and fun to play as. This also leaves room to reduce frustrating elements when playing against these two as it reduces E'La's solo damage by quite a bit.)

(This ends up turning their play style more towards an AP marksman rather than a mage.)

(Changing the crowd control from a stun to a suppression is to lower the crowd control duration and keep it effective against tenacity builders (tanks) so the duration is pretty much reduced to what tenacity from merc treads would reduce the value to. This makes it less oppressive against squishies and just as effective if not more effective against some tanks.)

Weighted Magic: New ability, replaces Power Beam which was a target on an ally with benefits for targeting E'La for 3 seconds that dealt magic damage per second NOTE: This is an anti-mobility spell with the weighted effect, it does not slow down the target's movement speed

Light as a Feather: Moved to be the E ability from Q ability Reworked the active to go with the passive better and go with the changes to E'La, the Trusted Companion better and less like an Annie Q clone ability

E'La, the Trusted Companion: Leash range reduced to 1000 from 1400 units Goes from melee attacker to 500 attack range Damage changed to 10/15/20/25(+50%AD)(+30%AP) from 30/60/90/120(+30%AP) Now doubles in damage when within 500 range to Chloe Movement speed decreased to 335 from 350 (ratio unchanged) Bonus attack speed increased to 5/30/55/80% +45% per 100AP from 5/20/35/50% +40% per 100AP

Hmm, I could not exactly understand the concept. The core idea is having a champion with a permanently active pet (like Lulu and Kled), but also letting the player control that pet like Annie's Tibbers or Shaco's clone. The execution seems lackluster, though.

First off, damage reduction and ranges. In your current iteration Chloe's pet needs to be within her basic attack range to gain the reduction. Which would be OK if the pet was melee, which it isn't. Having the exact same attack range as Chloe means the player never ever has move their pet farther than that range and as a result Chloe will have the damage reduction permanently. The numbers are also too high - you do realize that a typical build would result in 45% damage reduction just from her passive? Moreover, having a ranged pet will make her very oppressive in lane IMO.

Then we have her W - Twisted Magic. Firstly I don't exactly understand how it's supposed to work: Chloe whirls magic around herself and her pet, yet it has a 500 unit range. Is this effective radius or cast range? Or something else? Also, it's a ranged mage - with or without her passive I think she'd be the last person to walk up to an enemy just to stun them.

Her E is a nice touch of added interaction with E'La, which is different from ordering her to attack someone.

And then we come to her ultimate. Cooldown and Mana cost are so low you might as well remove them completely. Having your pet killed has to give your opponent an advantage for a considerable amount of time. 12 seconds is hardly enough for something as strong as E'La. Then we have basic attack and leash range. The two combined can and will enable Chloe to practically farm from literally 1500 units away. Either that or, what's more likely, Chloe will use that to harass non-stop even if the opponent is under tower, completely isolating them unless they kill E'La - in which case they'll have only 12 seconds to their advantage even at rank 1. Not to mention the double damage. E'La's DPS (damage per second) at 500 AP would be 345. Doubled to 690. That's not even counting Chloe's own DPS and the AD scaling. Even to a squishy E'La alone would be doing around 450 DPS if they didn't build any defensive items. Add to that Chloe's Q and W damage and you're totally not bursty. I wouldn't be surprised if people always went for Rabadon builds on her.
