New attack speed item, Life on hit

I want to bring attackspeed builds back into the game, currently many pure attackspeed champions struggle to keep up - especially in laning phase.

An item that gives pure attack speed, with life on hit would be great, on top of more life on hit when you are below 50% health.

This would help shut down kill-lane support set ups, and wouldn't be overbearing in the lategame since it's on hit lifesteal rather than % healing off of damage you deal.
