Hello and welcome. I'll be honest, this is gonna be a bit of an expanded copy-paste from a comment I made on a different thread.

Now that we have THAT out of the way.

Some changes that would make league more healthy would be to give more supports more weaker small area AOE heals like Alistar and Taric that require a lot of mana and are super situational BUT in that situation their heals can be spammed to give lots of healing while still having counterplay.

Changing some heals like Janna Ult to be more of a Burst-heal if allies are at low health with a slow if she keeps channeling would make Janna more aggressive because she'd want to save her teammates when they are at their lowest possible health WHILE also making her current PBE suggested changes make more sense(if riot makes the passive attack slow the enemy that is hit with it).

Juggernauts have been a class that's been hard to balance for riot. Juggernaut players want to be able to get into fights, and enemies fighting the juggernauts don't want the Jug to get anywhere CLOSE to them. How do we help both sides? More Tenacity-buffing moves from supports wouldn't benefit an ADC as much as it would benefit Juggernauts and help them function better in teamfights. Have yourself a Darius who needs to get in to the enemy frontline but keeps getting kited by aTristana Vayne Caitlyn MissFortune KogMaw Twitch Jhin Jinx Ashe Xayah ???

well look no further, Now we'll change Lulu E shield to give Allies some tenacity. It will have a higher Cooldown to compensate. Now Lulu will have to choose whether to peel for her team or to make an ally hard to peel while also making her more have more skill-expression and more chances to be interactive.

A change to crit items that would make an overall more balanced statwould be to make it a mix between AP and item 3124 so that it ramps up in damage the more you attack because that would allow ADCs to be weaker against the assassins that they are supposed to be weak against while still being powerhouses in the lategame AND ADCs should have a lot more Critical chance scalings on their abilities. That allows for even MORE buildpaths and allows more than 3-4 ADCs to rule over each meta with an iron fist.

Riot gaveJinx the ability to crit off of her skillshot. And while that might have been a lategame-oriented buff, it inevitably made her more healthy to play and to play AGAINST. With this change, Jinx players can build Crit earlier than what they used to, and they have a chance of benifiting off of poking someone WAY more than what they would have gotten without the crit change at all.

Maybe givingLucian some Crit scaling on his Q and Ult with lower AD scaling would allow him to become less oppressive midlane bully while letting him shine brightly in his old ADC home.
Lucian loses enough damage similar to how Jinx did before she got the crit scaling on her W skillshot that it warrents this change quite well.

Something else that might be a tad confusing for newer players but would overall be a good change would be to give tanks higher growths for base stats after laning phase(so around levels 9-11 there'd be a point in which the armor/mr growth would increase dramatically EX: 4 armor per level before level 10, 7 armor per level after level 10.)

That'd give tanks a better chance to do their job later in the mid-lategame fantasy that they need to scale into while not being as punishing if they don't win the laning phase. This allows a 1/3 Nautilus top at the 25 minute mark become more relevant at surviving.

Right now, tanks do a fairly good job of surviving but this change would help give tanks a more defined powerspike area. ADCs would still be able to deal with Tanks the same way they always have, but this change allows tanks to live just that extra 0.5 seconds enough to possible stun the enemy 10/2 Vayne that has been fed horrendously but was shut down in time to win the game JUST under the enemy team's noses.

My best guess is that these changes would bring the game of league into a more solid-state where even playing fields will be easier to determine, and that the game's length will depend on how each team plays as a whole.
