Cloxia, the Winter's Spirit

Cloxia is half a winter fox and half a wolf from the Freljord that uses ice magic which she is a marksman with the power to freeze her enemies, help her allies, and work together like a tight wolf pack! Cloxia is not the traditional right-click to win marksman but instead her "basic attacks" is a skill shot which sacrifices an ultimate for three 6 rank spells and a bunch of utility!

Basic Attack Range: None; Cloxia has no traditional basic attacks and so right clicking a target just moves you to the target, but does nothing to it so be careful!

Ice Fangs (Passive): Static Cooldown: 10/9/8/7/6/5/4 seconds @levels 1/4/7/10/13/16/18; Range: 125 units Cloxia may right click an ally champion to attack it which heals the unit for 40(+10%Bonus AD) plus 8% of the target's maximum health as health and grants herself 15 bonus gold.

Leap (Q): Cooldown: 11/9/7/5/3/1 second; Cost: 0/7/14/21/28/35 Mana; Range; 300 units Cloxia leaps in the target direction.

If Ice Fangs is currently available then Leap's range will double when leaping towards a nearby ally champion within 1000 units of Cloxia.

Freeze (W): Cooldown: 16/15/14/13/12/11 seconds; Cost: 70/80/90/100/110/120 Mana; Range: 700 units Freeze a target instantly in place for 2.5/3/3.5/4/4.5/5 seconds, frozen targets have similar properties to stunned targets.

Whenever a frozen target takes damage the freeze duration is reduced by 0.75 second (1.25 seconds for Cloxia's damage). If a target has Tenacity then the freeze duration reduction is also reduced by twice the value of the Tenacity. If the doubled Tenacity value is over 100% then taking damage while frozen will increase the freeze duration even longer.

Call of the North (E): Cooldown: 14 seconds; Cost: 80 Mana; Range: 2000 units Passive: For every ally champion within 700 units of Cloxia grants her 2.5/3.25/4.0/4.75/5.5/6.25% damage reduction.

Active: Cloxia calls out around her granting nearby allies 15/30/45/60/75/90% bonus movement speed for 5 seconds when they move towards her.

Icicle Shot (R): Range: 700/775/850/925 units @levels 1/6/11/16 Cloxia forms a powerful icicle to launch in the target direction to deal 100% damage to the first enemy struck; this attack functions exactly like a range basic attack so it may critically strike, apply life steal, apply on-hit effects, and damage structures however it deals 20% of the damage to towers when outside its range.

Icicle Shot's rate of attack matches that of Cloxia's attack speed and the skill key may either be struck or held down to use Icicle Shot.

Casting Icicle Shot does not stop Cloxia's current movement.

I think having to press R every time you want to auto-attack would be a bit tedious but other than that a great original idea!

So... Cloxia's ult is a skillshot basic attack? I think that that offers too much poke. I mean, the cooldown scales with attack speed, so it's like a Yasuo Q with 700-1000 range on it, and it can be spammed much more than a Yasuo Q because the cooldown is directly tied to your attack speed. And because it's an ability, your ult will proc Sheen effects and your skillshot basic attack attack will apply that Sheen damage like a machine gun. Plus you can move while attacking, so it's also like Lucian's ult, only that each shot applies on hit effects and can critically strike! On top of that you have a 325 unit dash with a 11-1 second cooldown?! To compare Lucian's dash has a 18-14 second cooldown and has a range of 425 units.

I think the W is a neat idea. It offers a new form of crowd control, but the fact that you can't build Tenacity against to counter it is... unfair really. Why does Tenacity not affect the stun's duration? All Tenacity given from items is 35%, so all items that give Tenacity will be useless against this ability.

EDIT (1): Leap: Cooldown lowered to 11/9/7/5/3/1 second from 12/10/8/6/4/2 seconds Cost increased to 0/7/14/21/28/35 from 20 Mana Ranged decreased to 300 from 325 units

Freeze: Cooldown increased to 16/15/14/13/12/11 from 15/14/13/12/11/10 seconds Cloxia's damage now reduces the freeze duration by 1.25 seconds from 0.75 second, ally damage is still only 0.75 second Tenacity remains with decreasing the freeze duration reduction when taking damage while frozen by double the Tenacity value. Now if the target has over 50% Tenacity (so over 100% when doubled) the freeze duration reduction will increase the freeze duration when the frozen target takes damage rather than decrease the freeze duration; so be careful when trying to go for a lot Tenacity because the bitter cold is not that forgiving!

Call of the North: Had this as rank 5 spell, oopsie, also adjusted values (there are only 4 ally champion in a game of Summoner's Rift) Passive ranged increased to 700 from 600 units, damage reduction for every nearby ally champion reduced to 2.5/3.25/4/4.75/5.5/6.25% from 3/4/5/6/7% Active movement speed increased to 15/30/45/60/75/90% from 10/25/40/55/70%, duration lowered to 5 seconds from 6

Icicle Shot: Casting Icicle Shot now does not stop Cloxia's current movement, so now she can dart around the outskirts of a teamfight fire off shots into the fight

EDIT (2): Icicle Shot: No longer deals 75% damage to towers, it is now 100% damage to towers, but if you are outside the tower range the damage is reduced to 20% instead of 100% damage.

EDIT (3): Icicle Shot: Range decreased to 700/775/850/925 from 700/800/900/1000 units

Since Cloxia is heavy on utility and also will be very mobile late game with a rank 6 Leap and her constant movement since her "basic attacks" do not stop her movement I decided to lower her attack range so she is about dancing around the team fights rather than being super far back. Remember since her "basic attacks" are skill shots the range is actually a lot lower than it appears unless the target is stationary; so if her attack range was a standard point-and-click basic attack it be roughly 500/550/600/650 units.
