Lilly, the Institute of War
Lilly is Runeterra's version of a standard poodle, runs on all fours, but can speak human speech unlike in our world. Her wooly-hair is dark purple with patches of black all over.
Lilly is a void born creature, coming to Runeterra entirely based off the scent of blood, ready to devour all that possess this resource for her own benefits.
What Lilly has discovered is that humans make this resource pretty easy to harvest where they will occasionally come together and puncture holes in each other's bodies and the resource spills out. She later has learned that this act of resource creating are called battles and the more intense version are wars.
Being the very advanced and intelligent creature that she is, she discovered on how to acquire her precious resource with little effort on her part. She will simply just try to get humans to enact these things called battles and wars, and then acquire what she seeks in return. Apparently Lilly's wooly-hair can instill anger inside lesser creatures, which so happens to be humans, and by using her very quick movement she can blast right past two humans without them really noticing more than a breeze. Once the hair touches their skin, they feel an urge of hatred and anger, which then causes them to just want to fight what was just their best friends a moment ago. This act of aggression just so happens to spew out the precious resource from their bodies allowing Lilly to get her reward.
Of course, creating simple little bar fights is surely not enough to quench the thirst of a void born's desires. No, it is indeed not, she remembers about the very efficient and mass resource producing efforts of a bunch of humans of a nation coming together within one area to beat on each other with weapons of all kinds. So Lilly thought of another clever thing to do, since humans do not see her as a dangerous threat nor does she look like a void born outside of her colours, she decided to go to the Demacian palace and act like a poor, helpless creature. The young princess saw Lilly and took her in out of pity, thinking she was a pet since Lilly did not speak and just wimpered, thankfully Lilly was smart enough to control her power to not cause the kind hearted princess to act strangely.
Now inside of the Demacian palace, she found herself in the throne room. Discovering who the king is, she will make sure she instills just enough anger and hatred whenever the king would pet her whenever the humans would be talking about another nation, but holding back on her power just enough to not cause the king to act out and wanting to start beating on his own men. Causing this feint sense of aggression slowly, but surely, started to bring about the very preparations to eventually go to war with who else, but surely Noxians and she makes sure to constantly "remind" the Demacians of their "hatred" towards Noxians by rubbing her hair against their skin. For she already knew Noxians are quick to jump into battle and create blood shed at a moments notice, the only problem is trying to get the Demacians to do the same to create a great war that she desires.
Demacians think that they hate Noxians, but it turns it was the master scheme of a clever and evil little pooch the entire time... and getting what she desires because the preparations for the war have commenced for both nations. Lilly will soon enjoy her gourmet feast of plentiful red deliciousness soon enough!
Lilly is a support-assassin that is heavily mobile and is rewarded for creating bloodshed everywhere where she can make even the enemy team hurt themselves! When bloodshed occurs, Lilly is there running all over the place to collect the precious blood that was dropped to return it to her team, healing them and permanently gaining bonus ability power when she does.
Basic Attack Range: 200 units, but is not a true basic attack Attack Speed: 0.700 +5% per level, this is a cap of how frequently a target can be damaged instead Movement: 325 units per second
Void Fluff (Passive):
Collision Radius: 200 units
Lilly ignores unit collision and gains increasing movement speed as she travels in the same direction without taking sharp turns, up to 10% (+30% per 100AP) bonus movement speed over 5 seconds. Enemy immobilization effects reset Lilly's momentum.
If Lilly collides with an enemy champion, structure, epic monster, Precious Blood, or applicable to attack enemy ward then she can take one sharp turn without losing her momentum within the next 1 second.
Whenever Lilly collides with an enemy she deals her attack damage plus 5 - 20 (+30%AP) to 25 - 100 (+150%AP) bonus magic damage based on how much momentum she currently has, this action is her basic attack. Must move away from the target to collide with it again.
Dizzy Dash (Q):
Cooldown: 16/15/14/13/12 seconds; Range: 250 - 1000 units
1st Cast: Lilly charges up for up to 2 seconds with a minimum of 0.5 second, increasing in range.
2nd Cast: Lilly dashes in the target direction, applying Dizzy to all enemies struck for 1.5/1.75/2/2.25/2.5 seconds, causing them to treat their allies like their enemies and their enemies like their allies for the duration. Lilly cannot go past terrain. Afterwards, Lilly gains up to maximum momentum based on how long Dizzy Dash charged for.
(Quick Cast: Hold down the skill key and on release will cause Lilly to dash in the target location.)
Precious Blood (W):
Cooldown: 4 seconds; Cost: 1-5 Precious Blood; Range: 600 units
Passive: Whenever an enemy champion or epic monster takes champion damage, they release Precious Blood on the ground for 3/4/5/6/7 seconds. Whenever Lilly makes contact with Precious Blood she will collect it, up to a maximum of 5 at a time. Collecting Precious Blood heals Lilly for 20/30/40/50/60(+80%AP) health.
Active: Lilly releases all Precious Blood around her healing only nearby allied champions for 10/15/20/25/30(+40%AP) health for every Precious Blood consumed. Every allied champion struck permanently grants Lilly 3 bonus ability power.
Passive: Lilly's champion assists permanently grant her 5 bonus ability power. Champion kills by Lilly will drop the gold on the ground and grants Lilly 30 ability power instead of receiving the kill gold, any allied champion other than Lilly can pick up the gold.

Mesmerizing Pooch (E):
Cooldown: 15/14/13/12/11 seconds
Passive: Whenever Lilly passes through an enemy they become Mesmerized for 2.5 seconds.
Active: Lilly provokes all Mesmerized enemies into forcefully basic attacking their enemies for 1.5/1.75/2/2.25/2.5 seconds. Provoked enemies can never attack Lilly.
Corrupted Heart (R):
Cooldown: 110/80/50 seconds; Range: Global
Lilly gathers all Precious Blood currently in play and grants herself 20%(+5% per 100AP) damage reduction for 5 seconds. This grants Lilly maximum Momentum.
