[Champion Concept] Oracle, the World's Witness [Vision Based Support Champion]

Note: Aside from her name and the name of her W she has nothing in common with the 'Oracle' hero from DotA2. She is clearly a reference / embodiment of the Oracle's Elixir / Lens / Extract, etc. She is THE vision control champion, and her thematic niche is 'psychic watcher'.

This is my November entry for the CCOS!

Update 12-2-2016: I've added a shield effect to her W to incentivize building the support-specific items! Added possible item builds.

Oracle, the World's Witness is a vigilant Support-Mage in League of Legends. Playing on the archetype of the psychic and sage, she is a dedicated defensive pick, great at scouting safely and spotting your enemies far in advance. Requiring time to use her spells, prediction and positioning are key to her success. Despite being a fairly weak combatant, Oracle offers her team great utility and, played correctly, is very hard to catch unaware. Left unhindered, she can change the course of a fight and the future of the match.

  • Oracle's abilities require her to concentrate and channel them, and have no range associated with them, being limited only by her Field of Sight (FoS). Additionally, her basic attacks, abilities, and movement will not interrupt her channels.
  • Oracle has complete control over her FoS, being able to being able to direct and control it with Alt + Right-Click. This ability has no leash range, ignores terrain, and travels as fast as she can, but it's radius diminishes and it travels slower and slower the farther it gets from her, with ability power counteracting both these penalties. Not commanding her sight for 3 seconds, targeting herself with Alt + Right-Click, or taking X% of her current health in damage, will cause it to snap back to her.

This is what makes Oracle totally unique among League's roster, and separates her from other supports. Her ability to maneuver her FoS lets her scout and spy on enemies from a safe distance. It's not without a trade-off however - the FoS is hers. If she moves it away from her, she loses sight around her champion model (effectively being nearsighted to an extreme degree). She still retains allied sight, but if she's alone or away from towers or the minion wave (i.e. outsight of an ally's FoS) she becomes very susceptible to roaming enemies and assassins.

  • After channeling for 3 seconds, Oracle renders the area within her FoS in a nearly imperceptible, preternatural Fog of War to enemy champions. Enemy champions within the Obfuscated area cannot see allies or enemies outside of it. Likewise, enemies outside of it cannot see allies or enemies inside it. Allies within the Obfuscated area only see a faint trace of enemies outside, with allies outside seeing the same faint trace of enemies inside. Also, while inside an Obfuscated area, Oracle is invisible to enemy champions inside the affected area.
    • Obfuscated AoE Duration: 5 / 6 / 7 / 8 / 9 seconds
  • Cooldown: 21 / 20 / 19 / 18 / 17 seconds

If you're going to have a champ that plays with vision, they need to double down on it. Oracle can render a large area invisible to enemies (not totally, there is a faint 'shimmer' around the edges of the affected area, telegraphing the obfuscated zone.) She can also create a temporary 'safe space' for herself or her allies to retreat to, which comes in handy when you're getting ganked or need to flee from the enemy team or just buy time for Oracle's spells to come off cooldown.

  • After channeling for 3 seconds, Oracle's FoS blinks to the target location, shielding nearby allies for 3 seconds. For the next 3 / 4 / 5 / 6 / 7 seconds, Oracle's attack range has no limit as long as her target is within her FoS.
  • Her basic attacks beyond her normal attack range deal no damage, only placing an image of them that lasts 0.5 seconds, materializing in their close proximity based on their movement. Upon contact with their image, the target consumes it, taking magic damage and becoming slowed by 99% for 0.1 seconds.
    • Shield Durability: 30 / 60 / 90 / 120 / 150 (+30% AP)
    • Magic Damage: 45 / 70 / 95 / 120 / 145 (+50% AP)
    • Cooldown: 8 seconds

This ability, coupled with her Alt + R-Click functionality, gives Oracle tons of control over her FoS. While she can command it to move and wait for it to do so (her FoS having travel speed equal to her own), sometimes speed is of the essence, hence the instantaneous blink. It also lets her 'position' her FoS ahead of time for a team-fight, or assist an ally that she'd otherwise be out of range of.

  • Oracle focuses her mind on target enemy within her FoS for 3 seconds, gaining True Sight of her target, and giving that champion True Sight of her. This True Sight applies even while she or her target is in an Obfuscated zone and even while Oracle is in her Sanctuary.
  • Upon completing the channel, she assails the target's mind, dealing true damage, applying spell effects, and stunning them for 1.25 / 1.5 / 1.75 / 2 / 2.25 seconds. Enemy champions affected by this stun will automatically turn and face in her direction, and have True Sight of her for the duration of the stun (with that True Sight having the aforementioned quirks.)
    • True Damage: 75 / 125 / 175 / 225 / 275 (+50% AP)
    • Cooldown: 15 seconds

This is Oracle's hard CC ability, and a huge source of her damage. The long channel (that she can be knocked out of, as with all channels) combined with the telegraphing (the enemy gets True Sight of her) should be enough counterplay for such an ability to exist. It can be a powerful harassing and zoning tool as she can target a single enemy within her FoS, as well as a life saver due to the extreme range she can have thanks to her FoS's mobility and range.

  • After channeling for 3 seconds Oracle and any allies or enemies within her FoS are 'teleported' into Oracle's Sanctuary, which resembles the current map but contains no monsters or minions, and no Fog of War. (This is effectively the 'Observer' effect on a champion.)
  • All other champions 'in' the Sanctuary are invisible, and cannot affect champions 'outside' of the Sanctuary. Only Oracle, through the use of her Third Eye can see and interact with the 'outside' environment. Additionally, while 'inside' the Sanctuary, all champions are healed slowly over time, and allies and enemies are disarmed, and silenced.
  • Oracle can reactivate this ability to dispel her Sanctuary, returning all champions inside to the 'true' map at the equivalent position. The duration of Sanctuary is reduced by a percent for each enemy champion locked inside. Due to the Sanctuary corresponding with the 'real' map, any changes in location (i.e. through walking) will hold over when the effect ends.
    • Duration: 5 / 6 / 7
    • Healing Per Second: 50 / 75 / 100 (+5 / 10 / 15% AP)
    • Cooldown: 120 / 90 / 60

This spell should complete Oracle's theme, as well as give her a powerful tool for manipulating team-fights and rescuing allies. Basically, it makes clever use of the Fog of War (or absence of) and invisibility and a golden overlay to create the feeling of an 'alternate' map / dimension. (For the record, it's still the same map.) It also recreates the 'fountain' healing effect, and captures the feeling of a holy sanctuary by rendering those affected disarmed and silenced.


LORE

Long ago, before Shurima was swallowed by the sands, when the lands beyond the Great Barrier were once green and full of life, there existed an order of women who were said to have the powers of clairvoyance and prescience. Through selective breeding practices and ritually ingested extract of the pink lotus, they cultivated their gift over many generations. In time odd mutations began to manifest themselves. Things that would've been considered deformities anywhere else - extra arms, abnormally large heads, extreme height and a lean frame, and larger eyes (always blue-within-blue) and on some rare few a third eye (pink-within-purple) in the center of their foreheads - became indicative of the most powerful seers.

They were bidden to speak of what they know and testify to what they had seen. To be true and proclaim the truth, even if what they saw terrified them.

They said there would come a time when all life were threatened, when the world was consumed by war and another war and nightmares and living fire and a writhing swarm and a distant star and powers beyond. These things were written down and in time the first of them came to pass - decades of conflict that would come to be known as 'the Rune Wars' - leaving the southern half of the world in ruin. Entire peoples decimated and displaced, three great civilizations crumbled, a continent shattered into a thousand life-less islands.

So shaken were those sisters of the order who survived, who had become prophets of a grim future, that they fled around the world to the icy north. Desperate to ensure the survival of life in this world, they began organizing the peoples of those lands. They bestowed great gifts upon the leaders of the barbarian tribes and sought to unify the peoples of that hemisphere under one ideal, that the next great war might be averted and the other horrors defeated. They built an empire out of that frozen tundra, with their order as the godhead.

However, some few resisted their rule. A powerful woman and an archer of great renown, stepped forward and challenged the seers on their authority to claim dominion over the land in the name of some ambiguous greater good in the far future.

For the seers had not told the natives (who had been spared the catastrophe of the Rune Wars) of the danger that loomed on the horizon. For the lives of their kind were long, and the lives of the humans short and ever fleeting. Those few who were told could not grasp the implications: the necessity for readiness and eternal vigilance was lost on them, such individuals were lost. How could they stay united in common purpose when it could be centuries or even millenia before the hour was at hand? They could not.

"And so my sisters broke their vow - their most holy of oaths: to tell the truth and nothing but the truth. They were overthrown and cast down by the very people they had sought to save, and driven wailing into the abyss. Their only crime had been silence and now they suffer it eternally!

But I am not my sisters. I will speak the truth, even if it means rejection, humiliation, or persecution. For the truth deserves to be heard, even if one cannot bear to hear it spoken."

This is one of the most well thought out concepts within the forums, but its strengths are also its downfall. First off, I really love your ultimate. It's unique and game changing, but I think people should at least be allowed to see outlines or something of champions in the real rift, otherwise you may accidentally end up in the middle of a bunch of enemies.

Her W is a bit gimmicky and I'm not sure how fun it might be for the enemy or player but otherwise is a fitting concept.

I've not much to say about her Q, but having true damage on her E might be a bit much and even though it works well with her passive, I'm not sure how much it is really needed in her kit.

That being said, the way you handle the vision based passive I think is considerably well, but the problem is that it's a _vision based _ passive and this ability is both your strength and downfall. In general, it's a good idea to all around avoid vision based kits as it is either unfun to play as or against and in terms of gameplay it's not exactly healthy. That being said, I think you handled the way you executed it quite admirably and out of all the vision based it is I've seen it's probably the most "viable". Having no FoS around your champion is extremely hard to balance and will almost always get you killed, especially when scouting. It's simply a mechanic that has too many contracpdictary elements forcing players to decide between things that may have unintended consequences.

Otherwise though, I personally like this concept and I think you have real potential.

Hey-o!

First off, the lore. Good stuff, excellent backstory, it flows very nicely, however, and I can say this from personal experience, CCOS judges like to see the champion in question in action, doing something that relates to their abilities and powers. While the legend and lore is all very nice, I would suggest addiing a color text if you want that maximum effort A+ gold star. Otherwise, few qualms (and you are saying that Oracle and her sisters were the Watchers, correct?), the tone is clearly set and I while it leaves me with Oracle's intentions, allies, and location muddled, it does set up some interesting info. I suggest further expoundation on who she is, as opposed to what she is and how bad her sisters have had it.

Onto the passive, the integral part of the kit. I very much like how Oracle works, and how you have set up specific parameters for her to interact with the FoS. I do have one question - can enemies see that they are currently within the FoS? If so, what does it look like? If it isn't visible then that's a deal breaker I feel, because Oracle just hiding in a bush somewhere and then you're stunned out of the blue or dodging holograms of yourself would be ridiculously toxic - make sure to indicate that her FoS is represented somehow on the map so enemies (and allies) can see where, and what it is. However, this is an ability that without specific numbers, and/or visuals I cannot possibly make recommendations as to how balanced this ability truly is. Global Chaos Storm but with vision instead of damage actually seems pretty dandy and balanced on paper, but this is an ability that I can see either make Oracle horrendously oppressive in coordinated teams, or borderline useless with her having to sit there and channel for 3 seconds on all of her abilities to even do anything. It's just such an extraordinarily difficult mechanic to truly judge and offer feedback on, since it's so unique. And that isn't necessarily a bad thing; new mechanics make champion concepts all the more enticing. Just a little concerning. However, I have faith that if something like this ever were implemented in League (i.e. controllable field of vision), that it would be done so in a balanced and creative manner, so I would like to simply applaud your creativity for this mechanic.

The Q seems fine (the name is really cool! Obfuscate is such a sexy word), but I don't think it requires such long of a cast time. It's fairly simple, deceptively powerful - but not overtly so - and I think it would be balanced even without, although simply adding the visual of the fog taking a second or so to fill up the space, akin to Cass's old W or such, would also be balanced. I do have one question, though - does the fog travel with the FoS? Because the way you worded some of the explanations of the ability made it seem like it doesn't, and that Oracle can cast it on herself and then use it as a breather to manipulate the FoS. The wording isn't very clear and I suggest you clarify that in order that readers, and judges, can better understand how this ability works. The cooldown is absurdly long for the Q, and to quote Echoing, Q should be a champion's bread and butter, with a low cooldown and straightforward functionality - it also usually has the champion's primary damage tied to it (spells like Bladesurge, Piltover Peacemaker, Overload, and the like come to mind). While the exact semantics over which types of spells are historically tied to which keys is ultimately a moot one, I would suggest something along the lines of making Obfuscates either operate on a charge system, with a little power shaved off here and there, so that she can create small pockets of the fog to further her psychic maniuplator feel, or make it interact with the W somehow. Perhaps even in the very middle enemies take magic damage (I'm thinking something like Xerath W, but weaker).

W is fascinating. I can totally see this in-game - enemy champion caught in Oracle's gaze, frantically dodging shreds of their psyche as more and more begin to bounce off. Again, like most of Oracle, the ability seems fairly balanced on paper, but just very, very.....off. It doesn't strike me as something that actually has all that much of an impact, because the damage is laughable and while the slow is technically strong if she can string it along it isn't very useful at all and the circumstances in which a target runs into multiple shades seem very unlikely. Also, do shades disappear after a set time limit? I would suggest having this whole ability be a passive, with the W active simply being the FoS blinking somewhere with a delay scaling on distance, within a set range, but still very large. So if she's scooting it up the river a bit, it will be very quick, but across the map, not so much. Her attack speed should be comparitively shit to the rest of the roster, but this way she actually has something to do in lane outside of sit there and play with her FoS, which might be fun for her but not for the ADC quietly farming and watching her do so. Increasing the duration of the slow but lowering its intensity (75% for 0.25 seconds, perhaps, like Trundle) would be fine, and then increasing the bounce range of the images but increasing their damage - this makes them much more impactful and encourages those under Oracle's gaze to stay active and attempt to leave it, although this would probably make her a bitch in lane if she just kept her gaze on the enemy duo and auto-auto-auto-atuo'ed them. I'm just rattling things off the top of my head at this point, but in its current state W is just such a downright wierd and borderline useless ability that I'm not sure what to make of it. Although, attack speed Oracle sounds like pure, stupid fun and I'd love to see it someday.

E is very cool, probably the one ability I have no qualms with, since it's got a definite purpose and ties in with her thematic. It's straightforward, does what it promises, and has relevant impact to what her kit seems to want her to do, with excellent counterplay but a large reward. I like it.

Aaaaaaaand......the R. Simply put, there are so many problems with this ability. Don't get me wrong - it's fucking awesome and I totally want to playtest it right now. It's something I wanted to implement into Viatus, who now that I'm thinking about it I should fix and repost. Regardless, A), it's something I very highly doubt is something Riot could realistically do - the whole ability basically makes it so that a new map needs to be created at will whenever she ults (which is up potentially every 30 seconds lategame), which is something even large-scale adventure and exploration games sometimes struggle to do. B) There are so many questions that completely break this ability: What happens when two Oracles cast this on each other? If Oracle isn't in the Sanctuary, does she see to the other realm, since vice versa is true? If so, how does this translate to the champions simply not just hopping into the FoS and then out to leave the realm? How does unit collision upon return factor into this? Why is the cooldown so low? C) This ability would not only be a disgusting backdoor - Hey guys, hop into my FoS and let's sneak into their base to end - because it is essentially an AoE we-can-go-and-do-whatever-we-want button, but it also just takes the best parts of Kindred and Ryze ults, Devour, and basically all stealth, puts it behind another bizarre 3-second delay, and tacks on a 900 [135% AP] heal for her whole team.......that number is just disgusting. Granted, enemies that hop along for the ride get a little bit of that action too, and reduce its duration, but why would you ever let an enemy in, when you can get a teamwide 9-second stealth with the biggest AoE heal, scrap that, heal in the game, at all? I'm sorry to sound so critical, because I really, really do like Oracle, but this ability is just so ridiculously insane and warps how League of Legends is played the second Oracle hits 6 - and not in a good way. It's sort've fun for the people inside but horrendously toxic for everyone outside. I'm really sorry to be so critical, but this ultimate has no place in a game like League of Legends.

I really admire your vision theme with champions, but the problem is is that vision is such a polarizing mechanic to hone in on. In the right hands I would expect Oracle to be someone that, quite simply, breaks how League of Legends is played. In most other hands, she's a ridiculously niche vision support with limited lane interaction who automatically wins should the game go on enough. She's useless in teamfights, and barely functionable in lane as a squishy AP support with no peel or sustain. Should her team be sufficiently strong that she can just be a ward bot, then her ultimate automatically wins the game for them if she manages to get them to stand in her FoS for 3 seconds. As I have said before, Oracle just takes the rules of League, snaps them in half, spits on them, and then flips them off.

It's the same problems with Imoen - while the concept sounds cool on paper, you simply cannot make a pure vision champion. I have a great deal of respect for the amount of work you put into your campaign for vision's increased relevance in League, especially with Riot's rapidly increasing and irrational hatred of it, but a champion that revolves around revealing people and then sort've doing interesting things with them once she has done so is either severely underpowered or broken beyong belief in high-level play. I too am fascinated by the concept, but you cannot base a champion solely around vision and make that the crux of their playstyle. Champions that can manipulate vision and provide unique benefits to their team are ones that I want to see in the CoC boards, but I think that Oracle is far from perfect and needs a long, hard look as to how she actually functions as a champion in League of Legends.

Those are just my two cents. A very critical and windy two cents, but there nonetheless. Your artwork is beautiful, Watcher Averdrian Karma is my new desktop, and Oracle is still really awesome. Best of luck in the CCOS.

I don't wish to sound rude, but you still haven't changed anything on the ultimate. The fact of the matter stands that it's still a teamwide, long-duration stealth and invulnerability with ludicrous healing tacked on. Something needs to go.

Holy hell I love this concept! The lore is great, the kit, the theme, all of it! I had a similar idea to the Q, but not with the synergy you implemented. Great job on creating a vision based support that is more then just a ward bot.
