Ideas on a mana-less ADC

So I recently watched a video or two just chatting about a champion prototype named Kadarin. It was made clear that there were definitely some issues with Kadarin due to being a mana-less adc who functions on heat instead. While I don't understand the exact specifics, I understand that part of the idea behind venting heat was increased attack speed, and this got my gears turning.

So what about an ADC (possibly Kadarin, but just as easily not) that is all about attack speed? We're not talking like Jhin where building attack speed means more AD. But instead a champion with a low base damage, who's kit and basic attacks are all about building attack speed?

The idea would be that the champion does not have an attack speed cap, however if you build AD, your attack speed will go down, either by a percentage of your current max, or by a flat amount of AS per AD.

The current items in League would support this kind of a champion, and a heat system where heat is vented by being slowed but having high attack speed would work well with this idea. (I have unfortunately not come up with any ideas for the kit beyond the passive itself. That is something I'd leave to Rito or other creative summoners.)

Opinions? Ideas that could make this kind of a passive more plausible on a champion, especially a mana-less adc?

Draven could be manaless if they tweak his W a bit, like heaviliy increase the CD and tone down duration. Make him even more "Catch axes or useless." Most of his skills are high cooldown so he wouldn't be that much OP, imo.
