New Volibear passive that will make his kit not suck.

This is an idea to give Voli a new passive, that will (hopefully) play up his armor, and him being a bear. Basically, it will enhance everything about him.

Storm Forged: Volibear has three Stages that depend on his HP [50-100% HP] Fully Armored: Volibear gains [X % of his max hp] as Armor. [25-49% HP] Reckless: Volibear gains [1/2 X % of his max hp] as Armor. and gains 1/2 Y % Attack Speed, and 1/2 Z % Movement Speed when moving towards enemies. [1-24% HP] Enraged: Volibear gains Y % Attack Speed, and Z % Movement Speed When moving towards enemies.

Visually, Volibear's armor becomes more and more tattered, with parts becoming damaged or missing as his health goes down. So as he loses health, he loses armor but becomes more nimble, gaining attack and movement speed, awesome right? But wait, I've left out the best part: Captain Volibear.... That's right, it becomes a stripper in a cop outfit skin.

This is a nice start, and I was going to suggest changes to his W to give him a heal, and give him more use for AS, but honestly, Voli's live kit is so garbage, that, if they were ever to give him this amount of attention (having the art guys in on it) that they might as well gut his whole kit and start over with this passive in mind.
