Why is there no defensive keystone in Cunning?

I'd really like +5% CDR on a lot of my favorite tanks, but none of the keystones are remotely beneficial for them. Do you think this is intentional, like Gragas or Sejuani would some how be OP if they could go Cunning, or is it an oversight?
