Build path would be something like 
(the old TS) and some amount of gold.
It would give something like: 60 or 70 AP ~7% Movement Speed 15% Cooldown Reduction UNIQUE PASSIVE: Your cooldown reduction cap is increased by 5%
Thoughts? Inspired by U.R.F. and the new mastery that has the same effect as the passive. I think it is an almost necessary item for mages so they can hit their CDR cap, as well as exceed the normal cap.

I'd be alarmed at the potential for 50% CDR. If you're allowing that, the item may be better served as an obvious utility item, so mages have to choose between raw damage on longer cooldowns, or more utility on shorter cooldowns. So a support/mage item.
Maybe something like:

+55 Ability Power +7% Movement Speed +75% base mana regeneration
15% Cooldown Reduction Unique Passive: Urf's Blessing -- Your cooldown reduction cap is increased by 5%.
