I really took it to heart and it actually upset me (granted they were doing a lot of other stuff, but this is after all the topic on hand). I ended up refunding it and I actually stopped playing Sivir, even though she was my favorite champion at the time. Only recently (over a year and a half later) have I started to play sivir again, and I regret letting someone get to me.

That's fair and you've handled it the way you feel most comfortable. It's always important to try and call out their behaviour when they cross a line. Usually toxicity is correlated to tilt I find, so remaining positive and deescalating situations can help. Hopefully you're successful in changing their behaviour :)

Yesterday i went 1/6 in laning phase (f*ck this kha zix jungle) but still maintained a 7cs/min, splitpushed took towers and distracted the enemies for us to get drakes, triple kill in teamfight which was a baron for us and helped to carry the game, still i got comments before that like "always these project zeds". Just stfu and let me play, i got this.

thats a fine attitude to approach that with. Commendable (stupidly enough) nowadays even. You acknowledged their criticism, didnt dismiss it right away as harassment or flat out trolling (even though it very well could have been, kudos) and addressed the problem yourself. All done on your own agency, without focusing on a pisspoor insult.
This is one of the best ways to deal with this. Pay attention to this person.

A player's monetary reserves or how expensive a skin is shouldn't play into your judgement either. You could have a rich brat playing Deadly Kennen and doing poorly, and you could have a not-so-rich kid playing Blade Queen Lissandra and doing poorly--it doesn't matter. They bought the skins because they liked them, and you shouldn't demean them for that.
Also, people have off games. People get screwed by matchmaking. People have lag. That doesn't mean you should tell them off, especially by saying "refund your skin".
