Hoan, the Cleaver Menace

Hoan is a melee bruiser that specializes in the top lane. He comes from Ionia and has ties with Riven and the assassination of the Elder.

Passive - Abandoned Will: Every time Hoan is struck, he will gain a percentage bonus to all of his abilities for a few seconds. This can stack multiple times.

Q - Cleave: Hoan swings his cleaver, dealing damage to a cone in front of him. 5/4.5/4/3.5/3 second cooldown

W - On the Run: Hoan gains a percentage bonus to his movement. While On the Run is active Hoan jumps over walls and ignores unit collision.

E - Burned Emotions: Passive: When under 35% health Hoan has a 25% chance to take 40% damage from enemy basic attacks & abilities. Upon activating, Hoan deals damage equal to a portion of his attack damage and ability power.

R: Bottled Up Rage: Upon activation, for 10 seconds Hoan gains massive attack speed and magic damage equal to a portion of his attack damage; Hoan also gains bonus attack range, and every 5th attack allows him to reactivate his ultimate to leap to a new location. Small unit kills extend this for a half second, large minions and monsters extend this for 2 seconds, and Champions extend this for 3.

What Hoan can bring to a team:

League is designed mainly around the competitive scene, so it's important that each champ can have it's own niche in a team composition. Hoan in this case main use is to go in a team fight and deal massive damage.

Hoan can use the combo W (initiate) - E-R hen use his Q to dish out damage. His E passive can help him take a beating in a team fight, and his ultimate + lifesteal can keep him alive.

His ultimate can be used in lane to trade, as long as he has minions to extend his ultimate duration

Allo! [ Note : You are a bit vague on details on how the abilities work, so I will try to explain in different way you might have ment it, and give you the opinion on those, if completely wrong, feel free to correct me sire ] Passive seems fine, so far, with all the champ concepts i've seen, my bias is, I do not like seeing stat upgrades. Such as "passive/ability passive gives him plus armor/magic/dam/life/mana." I see those as a waste of an ability/passive, to me, they need to be more unique. Abilities! Q - Basic damage ability, seems fine. W - Now you are too vague with this description, because it seems way too unbalanced. Being able to just jump over any terrain is op at all times while it's on, too much mobility. Now if it is an active type, where it lasts maybe 1/1.2/1.4/1.6/1.8s then I understand, but a constant active, that's...noo... maybe with a medium to large cd.. E - I really did not understand what this does.. Does it give him like a sheen effect? Next hit does all that bonus? Or a ranged attack? What does it do as a process to dish that damage out? (Mr. Torque): DOES HE JUST EXPLODE???!?!? But yea.. I don't really understand that.. R - Stacking AS with this would be op, he could continuously hop around a lot, waay too much mobility, plus, a mere minion kill can keep it going? This ult could become the longest running ult, which all that boost, it would be way overpowered.
