Precision - Bloody Execution(3rd row): "Deal 9% increased damage to an enemy champion for 5 seconds when you deal 20% of the targets maximum health in a single hit. If you kill an enemy within 5 seconds of damaging them, you gain a decaying 100% movement speed buff for 2 seconds. EDIT: 45 second cooldown" Clarification: When you deal 20% of the an enemy champions total health, you gain 9% increased damage against that champion for 5 seconds

Domination - Voracious Poacher (Replaces Eyeball Collection): "Gain 10 out of combat movement speed while in the enemy jungle. Gain 3 attack damage or 5 ability power per "poach". Upon completing your collection of 5 "poaching's", additionally gain 15 attack damage or 25 ability power." Total of 30 Attack Damage or 50 Ability Power

Sorcery - Echopraxia (2nd row): "Whenever an opponent casts a spell near you (750 units) within, gain a stack of "Echos". Gain an adaptive bonus of 0.3 Attack Damage or 0.5 Ability Power for ever stack of "Echos". Upon completing your collection of 40 "Echos", additionally gain an adaptive bonus of 10 Lethality or 8 Magic Penetration. EDIT: (3 second cooldown) Total of 12 Attack Damage or 20 Ability Power and 10 Lethality or 8 Magic Penetration

Resolve - Tangled Toes (3rd row): "While stationary for 3 seconds in the jungle gain 8 armor and magic resist, and regenerate 5% of your missing health every 5 seconds."

Inspiration - Goody bag (3rd row): "Increase your inventory size by 1 that can only store consumables in that extra slot. Increases to 2 slots at 15 minutes."

Bloody Execution: Does not belong in precision, belongs in domination for the amount of burst it requires and the target access it provides, not to mention the huge cooldown gating it. As for the effect itself, it seems like something that, if tuned right, could work in one of the top two rows of domination (not a keystone).

Voracious Poacher: Would be good on counter junglers, but seems too situational to see use. Zombie ward would still be the better choice for this style.

Echopraxia: Again mpen and lethality belong under domination. The effect is just another eyeball collection clone, but one that's much too powerful and easy to proc. If you took this in botlane you could have access to dual pen by 4 minutes, maybe less if you're up against a Sona, Vayne or Miss Fortune.

Tangled Toes: Good for junglers who AFK farm, like Master Yi. Possibly too powerful in that regard, taking it could potentially remove all of one's early game struggles clearing (+8 armor is huge at level 1).

Goody Bag: Interesting rune, and one that everyone's been clamoring for since the new rune's release. Probably too hard to implement, but a good concept.

goody bag is only good for those who take klepto but since it is in inspiration thats good

I rather like goody bag, I think it has better relevance to the game than any current 3rd-tier inspiration runes (and inspiration has rather suffered since the boots/stopwatch nerfs; I think this might help swing things back in its favor).

That said, it's a very late-game decisive rune, and the theme for inspiration tends to revolve around early-game utility. I feel like this could be revamped into something really special if some attention were given to making it relevant the full game length (perhaps like biscuits it gives a free control ward early, and then grants an extra empty slot late or something to that extent --- alternatively maybe it grants an inspiration-only trinket option or modifies the effects of trinkets, any of which could be very interesting).
