ENG: Lissandra Rework Suggestion
Lissandra Rework
Passive - Iceborn: (60-45 second cooldown) Lissandra's basic attack deals (10-40[+10% Ability Power]), and freezes an enemy, stunning them for 0.25 seconds and inflicting a decaying slow of (20%-99%) for 1 second. This cooldown is reduced by 2 seconds whenever Lissandra impairs an enemy's movement with an ability. (Does not apply to movement-impairing effects from items).
Q - Ice Shards: (8/7/6/5/4 second cooldown) (Target Range: 650[+75 per pass]) Lissandra thrusts multiple shards of ice (1/1/2/2/3 shards) {Think hextech GLP, but in a straight line and not a cone}, piercing all enemies hit dealing (30/45/60/75/90[+20% Ability Power]) magic damage and shattering into an additional shard for every enemy passed through, increasing the range of shards traveled.
W - Ring of Frost: (18/16/14/12/10 second cooldown) (Effect Range: 500) Lissanda freezes the terrain around her freezing nearby enemmies in ice, dealing (60/100/140/180/220[+30% Ability Power]) and rooting them for 0.5/0.75/1/1.25/1.5 seconds.

Reactivating this ability transports Lissandra to the claw's current location removing the claw, and casts Ring of frost where Lissandra transports to after reactivating. reactivation while Ring of frost is on cooldown will extend the cooldown duration.
R - Absolute Blizzard: (200/180/160 second cooldown) (Target Range: Map Wide) (Channel: 3 seconds) Lissandra channels a global blizzard of absolute zero degrees inflicting an increasing slow to all enemies for 2 seconds until completely freezing them for 1.5 seconds. All minions are completely immobile for the duration of the blizzard. Any frozen enemies struck by a friendly champion are shattered, dealing (150/250/350[+60% Ability Power]) Lissandra heals for (100/200/300[+30% Ability Power]) increased by 1% for each 1% of health she is missing for the duration of the channel.
