Will there be a new skin launched alongside the release of the Japanese server?

I HOPE this has an obvious answer of "yes" because of how every other server launch had a new skin to go with it (even if some of them are years late), but the reason for my concern was the fact that there's already quite a bit of Japanese-themed skins, and the tiny pessimist in me is thinking Riot might just make some of these available for free/discounted to those making new accounts on/transferring to the Japanese server.
