Lore update: Urtistan/Zilean, new void Urtistan champion?

Riot can we get a new skin for Zilean ,he only has one skin that has particle changing effects and it gets kind of boring to keep looking at the same 2 bomb designs for hundreds of games. While this is on my mind, maybe we could get a full Urtistan rework, maybe a new champion with it to go along with the update. Maybe one of Velkoz allies that he killed got resurrected by the residue of the temporal magic that Zilean was experimenting on, maybe he is out to kill Velkoz and praise Zilean for saving his life. We have not had a void champion in a while and maybe this void champion could be bound to Urtistan and was only able to somewhat get away by staying near other beings with great power (champions).

Champion name: Temze

Passive: By being away from allies and out of combat Temze gets marked making it so that the next attack on him does 20% of the damage as true damage, while being near allies Temze can choose an ally to grant bonus ad and ap to (This also gives him the bonus ad and ap)

Q: Temze summons the residue that caused Zilean his disease, temporarily stunning enemies near a chosen ally and dealing damage based on that persons movement speed. While also granting his ally movement speed depending on the amount of people stunned. This ability takes 2 seconds to generate but if timed well I guess it can be used to stop someone like hecarim with his E.

W: Temze looks into the void allowing him and his chosen ally to do 10%/12%/16%/18%/20% bonus damage on their next ability or auto attack.

E: Temze can shoot a skill shot at either an ally or an enemy , If it is an enemy it turns the controls of the enemy backwards and turning their screen a tint of purple as if they were looking into Temze's memories of the void, this does damage each second for 3 seconds, if it hits an ally it suppresses Temze forcing him to channel for a second and teleport the ally to himself healing them. This ability can be cancelled early to stop it.

R: Temze focus's all of the temporal magic that brought him back and all of his void powers to make a circle giving allies inside bonus cool down reduction (10%, 20%, 30% scaling per level) and giving enemies half of it (5%, 10%, 15% scaling per level) this effect can be granted even if the user already has max cool down reduction increasing the highest possible cool down to 75%. The higher the cool down reduction the shorter the effect lasts on you, at 75% the effect will last for 3 seconds, at 5% the effect will last for 25 seconds.

I like the theme alot, however the kit is in dire need of changes.

First, The Passive:

  • Basically, this guy is never allowed to go on his own. I get hes a support, but a passive that does nothing BUT harm a champion fucking sucks. Look at Jhin's passive. The locked attack speed hurts Jhin's dps like hell, but due to how his ammo works with his fourth shot and his AS scaling on autos, makes up for it big time. The passive in general feels terrible because its a nerf. If he didn't have his passive, he would literally be a better champion without compensation.

  • Additionally, back on to the fact he can't ever be on his own. If he wants to ward, he immedialty endangers himself. Same thing if he's clearing wards, roaming, running away, etc.

  • This passive also doesn't connect to his playstyle or thematic. There is no reason that he should have it. Unlike an ability such as Bard's Traveler's Call which connects to both his lore AND gameplay, encouraging a playstyle too, this passive fails in all the different niche's a passive can have.

Next, the Q:

  • Why does the damage scale off movement speed? Seems quite odd, especially considering he can't even give his allies movement speed.

  • Also, is this ability instant cast (not including the cast animation), or is there a delay after the cast animation. If its instant cast, thats badly designed. Instant cast, undodgable stuns, are not fun at all. As shown by annie.

The W:

  • This ability is absurd. 98% of the time, it will be useless. And it has 0 counterplay.

  • There is 0 interaction. Literally, you press it and its done. The enemy can't stop it, or outplay it, or reduce its effect, and you can't control it or increase how effective it is.

  • The fact its random is bad. When an ability is random, it turns out bad, and its unreliable. The game should rely on skill not whether you were lucky.

Third, the E:

  • I like the allied effect, however it seems too strong unless its short ranged.

  • The enemy effect is also random. Its unreliable, can feel terrible for one side if it aids the other, and a plat player can't use it anymore effectively than a bronze player, assuming they both hit. Once more, the game shouldn't be based off RNG/luck, it should be based off skill.

Finally, the ultimate:

  • Now I am probably biased on this, but I fricken hate big ol' "AoE Buff/Debuff". I see this so often: "X champion summons a large circle of power around them, doing X to enemies/allies." Its boring, unoriginal, and its been done alot.

  • The cooldown reduction's duration changing based off how much CDR you have is excellent for balancing, but makes it very unreliable. Is it going to last for 5 seconds? Or 8?

  • The cooldown reduction is bat shit overpowered in some cases, while other cases its practically useless. Look at Vayne. She will almost never buy CDR, so that 5%+ cdr for 25 seconds is useless. But imagine a Sona with a fully ranked ult, full CDR, and this Void Urtistan ult applied. Thats not only going to give her a 25 second ult if she uses it during the 3 second duration, but imagine how many times she could spam her W? Or Q?

  • Overall, this ult is going to be super powerful on some champions, but other times super weak. I get not all buffs should work equally for all ADC's, for example a Kalista can't use Janna's AD bonus on her shield, but a Draven would love such a thing. This is an extreme though. Its ok for some buffs to be better on some champions, but its not okay when its this feast or faminy.

Overall, you should try to develop your concept more. Give him a name, give him more detailed lore, explain the abilities more (such as roughly how much damage they should do, what their range is, etc.), format it more, show some art or describe what you imagine him to be like, and maybe even some quotes.

Despite the meek kit, upvoted for the idea.
