Zoe's Playful Mini-Rework Concept

This goes hand in hand, but the things I do not like playing as Zoe (and makes me not want to play her, even though the character is something I want to play as) is only the same thing that I do not like when against Zoe.

Some general points of what I want to achieve here:

  1. Make Zoe as a fun and playful champion, reflect this with her entire kit, so passive and W I want changed to something that is more unique and in the case of W, something that is easier to balance and grants full control to the player. I do like some kind of "spell stealing" aspect to refund the cooldown by picking up ability and summoner spell casts, but it does not need to go past this to help balance out Zoe and have a spell that feels good for the player without being overpowered when against her.

  2. Have Zoe's kit go with itself better, so have her kit reliant and drowsy and sleep, and have sleep reliant on her skill shots for the true damage wake up. In other words, have sleep like a stun to everyone, and the only way to wake up a target from sleep is from Zoe's skill shots - introducing better gameplay around the wake up damage, plus I like the aspect where allies can block the shot to keep their sleeping ally alive.

  3. I want Portal Jump feel better to rank up past rank 1, can be anything, but right now it does not have very good satisfaction of level 11 and 16 power unlike every other ultimate in the game.

Attack Range: 575 units Movement: 335 units per second

Sparkle Skipping (Passive):

Every cast of your abilities grant Zoe 20%(+10% per 100AP) bonus movement speed for 0.5 second.

Paddle Star (Q):

Cooldown: 7/6.5/6/5.5/5 seconds; Cost: 50/55/60/65/70 mana; Range: 800 units

Zoe shoots a star in the target direction, exploding at the first enemy struck in a small area, dealing 60/80/100/120/140(+55%AP) magic damage. If the star traveled at least 1400 units, then it deals 120/160/200/240/280(+110%AP) magic damage instead.

Zoe can redirect the star once. At rank 5, Zoe can redirect the star two times.

Bubbly Boom (W):

Cooldown: 5 seconds; Cost: 40 mana; Radius: 600 units

Passive: Picking up a Spell Shard refunds 80% of Bubbly Boom's current cooldown. Whenever an enemy or allied champion casts an ability or summoner spell, they drop a Spell Shard near them for 6 seconds.

Active: Zoe leaves behind a bubble at her location for 1.5 seconds and then explodes, dealing 70/95/120/145/170(+60%AP) magic damage in a large area.

Sleepy Bubble Trouble (E):

Cooldown: 12/11/10/9/8 seconds; Cost: 70/80/90/100/110 mana; Range: 1050 units

Zoe kicks a bubble in the target direction, absorbing to the first enemy struck, dealing 60/90/120/150/180(+60%AP) magic damage and causing it to become Drowsy for 1.5 seconds, causing it to move slower over time and then fall Asleep for 1.5 seconds.

The Sleeping target struck by either Paddle Star or Bubbly Boom will Wake Up from their Slumber and is dealt 60/90/120/150/180(+60%AP) bonus true damage.

Portal Jump (R):

Cooldown: 6 seconds; Cost: 50/65/80 mana; Range: 400/650/900 units

Passive: Sparkle Skipping's bonus movement speed is increased by an additional 20/35/50%.

Active: Zoe teleports to the target location for 1 second, and then returns to her original location afterwards. While teleported, Zoe gains 80/120/160(+90%AP) shield.

nice Ideas, especially the point on the ult, i feel like they should increase the speed of her Q but reduce its dmg imo

This is, quite possibly, the dumbest way to balance Zoe I've ever seen.
