Arcade Riven
While I'm not a Riven player, I do have to say that Arcade Riven seems like a total failure for one simple reason: the sword isn't broken. That is like the "it" thing with Riven.

True. But Riot are leaning more on the theme of UPGRADES (woot) than her actually base (broken sword) theme. Everything about Arcade doesn't take into account the character's base theme/idea/lore. Arcade = Uprgrades; Level Ups; Boosts
Also the basic looking sword is meant to reference those 8-bit or SNES or retro sword sprites.
Think of Arcade Hecarim. His base theme is of an undead overlord that likes to use souls to suck people's lives and what not. It completely throws that away as trash, with Arcade Hecarim.
I disagree. Final Boss Veiger and Battle Boss Blitzcrank stay very true to the champion theme. Veiger totally sees himself as the end bad guy and Blitz has an awesome clamp for his iconic grab.
As for Arcade Hecarim, personally I have always thought it was one of the worst skins in the game. It's just plain ugly.
Arcade Hecarim is amazing for those who see the Robot Unicorn Attack reference.
Final Boss Veigar's "end bad guy" feel is closer to the Arcade theme than his base skin theme. I don't know much about Blitzcrank's quotes/character but it seems like it's not very different from base. He does have his amazing recall animation. He's a robot that does robotic things, his base already has "arcade" themes to it so I don't expect it to be radically different from base.
Not arcadey enough!
