The Blessed Stars - Soraka Changes Concept

Most important thing I want to address with my ideas is try to create a non-frustrating champion to play against. This has been a recurring theme with every Soraka iteration and will be an important thing to keep in mind here.

I want Soraka to feel great and rewarding as a dedicated healer. Not to mention both very fun and relaxing to play as, also very adorable to boot!

Introduce better skill expression for the one playing as Soraka. You should feel like YOU are the one playing the champion, and not playing her the way someone says how you should be playing her, and this is simply done through offering the player choices to constantly make through-out the game. For emxaple: your heal can have no cooldown, but burns through your mana pool quickly for low impactful heals OR wait and have super powerful heals after long periods of time - both of these do not stop you from being a healer, but allows each Soraka player to adjust how they want to play the champion and be less one-dimensional while not increasing the difficulty to play the champion.

Restate this, but I want to focus on both a fun and relaxing champion for the player that feels like you are making a significant impact on the game, while trying to avoid frustrations when against Soraka.

Final point would be introducing something for fine tune mastering on the champion for those that want to main Soraka and give them something to work towards, not just have a shallow champion that you master after a couple of games.
Attack Range: 600 units, attack animation is cleaned up and quickened Movement: 340 units per second
Star Energy (Passive):
Damaging an enemy champion, structure, or epic monster with a basic attack or Star Call will restore 20(+50%AP) mana over 4 seconds.
Gaining a takedown restores 40(+100%AP) mana.
Star Call (Q):
Cooldown: 2/1.75/1.5/1.25/1 second; Cost: 70 mana; Range: 700 units
Soraka calls down a star to the highest maximum health target near her, prioritizing champions, dealing 50/65/80/95/110(+70%AP) magic damage and applies a Star Mark for 2 seconds.
Soraka's basic attack against a Star Mark will consume it and restore 20(+20%AP) mana and grants 10% charge to Astral Blessing. Star Call can consume a Star Mark, but only restores 5(+5%AP) mana and grants 2.5% charge to Astral Blessing, re-applying a new Star Mark.
Astral Blessing (W):
Cooldown: 1 second; Cost: 50+ mana; Range: 900 units or global
Passive: Soraka charges Astral Blessing over 60 seconds [affected by CDR], up to 100% charge. Astral Blessing begins with 20% charge. At 95/90/85/80/75% or greater charge causes Astral Blessing to have an unlimited cast range.
Casting Astral Blessing again within 7 seconds of the last cast causes it to cost 50 additional mana, up to 500 mana per cast.
Active: Soraka heals the target champion for up to 40/80/120/160/200(+200%AP) health and makes the target immune to damage for 0.1 second. If damage was successfully prevented by enemy champions or epic monsters, then Astral Blessing gains 30% charge.
Equinox (E):
Cooldown: 12/11/10/9/8 seconds; Cost: 100/105/110/115/120 mana; Range: 700 units
Soraka saps the area of light around her, stopping, silencing, and blinding struck enemies for 0.75 second and dealing 100/145/190/235/280(+75%AP) magic damage.
Wish (R):
Cooldown: 160/145/130 seconds
Soraka restores 50/125/200(+75%AP) mana immediately and causes Astral Blessing to be at 100% charge for the next 3/4/5 seconds. After 4 seconds, Soraka restores another 50/125/200(+75%AP) mana.
