(Champion Concept) Deus Tempus, the Timeline Ruler

They attempt to record all the events that have ever happened, attempting to learn from past mistakes and successes. Time is a concept that has existed since the beginning of itself, none knowing what happened before the tracking of history began. That is, all but one extremely old and now extremely grumpy being known by the few that were born at the same as he. Deus Tempus, a dragon that dwells within the fabrics of existence, has but one purpose: protect time itself. Born during the breaths of creation, he is related to many other celestial dragons that now oversee the universe. Upon birth, the universe twisted and turned, not knowing quite what to do. The many beings that were born with it began to rearrange and put together the fabrics of the universe until, at last, all was calm. Deus Tempus found in that moment that he was born with an extraordinary gift that, in his eyes and many of the other celestial beings born with him's, would allow him to rule above all other beings. Aurelion Sol, another celestial dragon, found a gift in bending matter to create stars. Bard, a mysterious caretaker, was able to bend time and space to travel across dimensions and protect the universe. Kindred, death itself, found themselves freeing those from the living world after death. Deus Tempus arguably ascended above all else. He was born with the power to oversee all timelines in existence. Whenever any other being tampered with time, Deus Tempus knew and, as quickly as possible, reacted by either allowing the change in the timeline or fixing the timeline while violently obliterating the meddler. In Runeterra, a planet that will soon find itself at the center of all attention in the universe, many magical beings dwell. Some, at the cost of their own lives, have selfishly meddled with time. These foolish attempts to control one's fate have constantly led Deus Tempus to the magical planet. In recent years, a new threat upon the timelines has appeared. In fact, two beings now threaten the balance. On one side of Runeterra, we have Ekko, a boy from Zaun who, without even meaning to, created a device that allowed him to breach into the dimension that Deus Tempus dwells within and travel between the infinite timelines. Zilean, on the other side of the world, is much less under control of his power. While the old man had studied time itself all his life, he met an unfortunate fate one day of being cursed to uncontrollably travel through the timelines. While in some cases this has turned out to be a blessing, such as when others have needed Zilean's peculiar nature in rough times, it is a curse that only Zilean can fully understand. Two time meddlers so close together has truly made a mess of Deus Tempus' dimension. All attempts he has made of "unscrambling" the timelines has only caused more to appear. Realizing now that these meddlers must be stopped by his own hands, Deus Tempus travels now to Runeterra to find these humans and put an end to their lack of knowledge about their meddling with time. If he can, he would like to spare them, but sometimes even the purest of souls cannot see the harm they are doing. If it comes to it, Deus Tempus knows what must be done. The timeline must be protected, no matter how many lives it costs.
Time Lock
The fallen city of Urtistan has lived overall in peace for many years. However, that was about to change. In what looked like an explosion, Deus Tempus came into reality once again to protect the timelines. As the dust settled, the dragon looked around to see if the meddler was here. His eyes gazed at the ground, seeing all that had ever occurred at Urtistan all in a matter of seconds. With a booming voice, he spoke.
"Where are you? Reveal yourself to me, old fool."
Suddenly, he saw him. Zilean appeared before him in his visions and, with speed that none could rival, Deus Tempus grabbed the time mage through time and brought the one in the present spiraling through time and space to Deus Tempus' current location. Zilean appeared before the time mage, unable to speak due to the most recent occurrence.
"Look at me old man. Look... at... ME!"
Zilean slowly turned towards the face of the gigantic being holding him. It was a dragon with large bronze scales. It's eyes glowed emerald green and it gave Zilean a terrible headache to look at.
"Why do you meddle with time? What do you gain? What do you seek?"
Zilean waved his hands before slowly speaking.
"Please, understand. I do not have control over what has afflicted me."
"What!? Explain, tiny man."
"My village... destroyed. During it's destruction, I was cursed with my illness. I have no control of it, but I am forced to relive the days of village's destruction and more at random times."
Deus Tempus, startled slightly at this revelation, calmed himself only slightly. He freed the old man from his grasp.
"If what you say is true, then I am afraid I will have to kill you like the annoying bug you have become for me."
With a flick of his fingers, Zilean disappeared into dust. With a sigh, Deus Tempus was about to deal with the other meddler when he suddenly froze. Suddenly, a large burst exploded from where Zilean had died and the dust formed back into the old man. Deus Tempus could not move during all this, feeling a terrible sickness overcoming him. His old emerald eyes suddenly turned to a dark red shade and he spat up a fit of blood onto the countryside below him. Getting a hold of himself, he turned back to Zilean.
"Cursed... cursed... fool! What have you done to me?"
"I have done nothing! It is the curse! I..."
Deus Tempus crushed Zilean in the palm of his hand. Just like the first time Zilean died, he soon reformed back into his old self. This time, Deus Tempus devoured the old man, but this only worsened the problem with Zilean being vomited out of Deus Tempus and causing the dragon's eyes to bleed a few drops of blood. Incredibly angry at this outcome, Deus Tempus attempted to enter back into his realm, but found himself unable to do so.
"No... no no NO!"
Like an enraged child, Deus Tempus swung his massive tail, destroying many of the still standing buildings with Urtistan. He then rewound time and then kept destroying the buildings over and over for many days worth of time until he could not anymore.
"It seems you have fallen victim to the same illness that affects me, dragon."
These words reawakened Deus Tempus' anger, causing him to destroying all of the buildings once again before turning to Zilean.
"Do you realize what you have done? Now all of the timelines are at risk. The entire universe... no... existence itself is threatened! Leave me!"
Just like that, Zilean disappeared and returned to where he before being brought to Deus Tempus' location. Smashing into the ground, Deus Tempus cried tears that had small samples of blood mixed into them. After many more days, Deus Tempus finally got a grip of himself and began to float again.
"Unfortunate... unfortunate indeed... this has never happened. However, I do have one chance at saving existence. Yes, just like always I will be able to once again. The almighty Deus Tempus shall reign as ruler of the timelines once again! All I need to do is find that other time meddler. Then, I will force him to cure me of this time curse! Then and only then can I once again rule over the timelines! Yes! A brilliant plan!"
With that, Deus Tempus slowly floated across Runeterra to reach Zaun, who was about to have themselves a visit from a being none had ever seen before.

Passive- Ruler of Time Innate: Once every 270/240/210/180 seconds, Deus Tempus will rewind back to where he was 5 seconds ago with 50/65/80/95% health and mana upon taking fatal damage after a 2 second delay. Upon reviving, Deus Tempus will lose half the health he recovered this way over 4/6/8/10 seconds. Levels: 1/6/11/16
Ability 1- Time Manipulation Active: After a 1.25 second delay, Deus Tempus causes all enemy champions in the target area to take 30/60/90/120/150 (+25% AP) magic damage and rewind to where they were 2.5 seconds before being hit. After rewinding, enemies affected are slowed by 10/30/50/70/90% for 1.25 seconds, the slow decaying over the duration. Cost: 55/75/95/115/135 mana Cool Down: 10 seconds Range: 600/700/800/900/1000 AoE Radius: 175
Ability 2- Time Snap Active: Deus Tempus breaths an orb of condensed time magic in the target direction, stopping at the first enemy unit hit. Upon being hit, the target's health is reversed to where it was 2.5 seconds earlier. If this would end up increasing their current health, this instead deals 15/30/45/60/75 (+20% AP) true damage. If the target has been damaged by Deus Tempus within the last 5 seconds, they are also suppressed for 0.6/0.7/0.8/0.9/1 second(s). Cost: 70/75/80/85/90 mana Cool Down: 16/14.5/13/11.5/10 seconds Range: 950 Projectile Speed: 950
Ability 3- Chronological Grasp Passive: All enemy champions leave a bronze trail on the ground behind them that lasts for 2.5 seconds. This trail can be seen by Deus Tempus if he has vision of where the trail is, even if he can't see the champions themselves. While Deus Tempus is on a bronze trail, the enemy champion it belongs to is revealed for 0.2/0.5/0.8/1.1/1.4 seconds, refreshing every 0.1 seconds that Deus Tempus is present on the trail. Active: After a 0.45 second delay, Deus Tempus slams down onto the ground beneath him, causing all nearby enemy champions to be suspended into the air for 0.75 seconds. While they are airborne, Deus Tempus can reactivate this ability to suspend them in the air for an additional 0.25 seconds before sending them forward in time, causing them to disappear from the map for 0.5 seconds before appearing 1.25 seconds down the trail of where they would have been if they issued a movement command before being initially hit by Chronological Grasp, this being calculated by their unmodified movement speed alone. Upon reappearing, enemy champions affected take 30/45/60/75/90 (+15% AP) magic damage and are silenced for 0.5/0.75/1/1.25/1.5 second(s). Cost: 60/85/110/135/160 mana Cool Down: 24/23/22/21/20 seconds Range: 375
Ultimate- Dragon of Time Active: After a 3 second delay, Deus Tempus is briefly able to transcend back into the fabric of existence for 5/6.5/8 seconds, resetting all of his basic ability cool downs and reducing their cool downs by 55/60/65% for the duration. Time Freeze has it's projectile speed increased by 50%, and Chronological Grasp and Time Manipulation have their delays reduced by 50%. At the end of this time, Deus Tempus violently reenters the normal plane of existence, dealing 100/150/200 (+40% AP) true damage to all nearby enemy champions and 50/75/100 (+20% AP) magic damage to more distant enemy champions. Cost: 100/125/150 mana Cool Down: 160/130/100 seconds True Damage Range: 400 Magic Damage Range: 800

PARTNERS AND COUNTERS
Works Well WIth:
Blitzcrank Deus Tempus works exceedingly well with Blitzcrank due to his ability to displace enemies to a specific location that Blitzcrank can take advantage of to land an almost guaranteed hook, granted that Deus Tempus lands Time Manipulation. Not only this, but Chronological Grasp can also seriously screw with the positioning enemies who are Deus Tempus surprises, allowing Blitzcrank to make use of such out of position enemies.
Xerath In a similar sense to Blitzcrank, Xerath can aim his spells at where Deus Tempus will move them to for a near guaranteed hit. This is especially important for Xerath since all of his abilities come with delays, yet powerful damage if they land.
Zed Zed makes use of Time Snap to make sure enemies die to Death Mark. By putting an enemy on low health with Death Mark, Deus Tempus can use Time Snap to make sure enemies STAY within Zed's kill range when Death Mark pops.
Is Countered By:
Gangplank By eating oranges, Gangplank is K from Time Snap AND Chronological Grasp since Chronological Grasp's crowd control is a Suspend, which can be removed with some good old Vitamin C. Even if Gangplank gets caught out by Chronological Grasp, his oranges can still remove the Silence afterwards that prevents normal enemies from using Flash.
Morgana Morgana's Black Shield almost renders Deus Tempus completely useless against it's affected target for it's duration since Deus Tempus does not easily output large bursts of damage without landing at least one of his various crowd control abilities, which won't be affecting the Black Shield target.
Olaf Olaf ignores everything Deus Tempus can throw at him through Ragnarok, only taking damage from the dragon. However, since Deus Tempus relies on chaining abilities together to perform, Olaf will likely only be damaged by Time Snap and Dragon of Time.

Blitzcrank
Deus Tempus works exceedingly well with Blitzcrank due to his ability to displace enemies to a specific location that Blitzcrank can take advantage of to land an almost guaranteed hook, granted that Deus Tempus lands Time Manipulation. Not only this, but Chronological Grasp can also seriously screw with the positioning enemies who are Deus Tempus surprises, allowing Blitzcrank to make use of such out of position enemies.
Zed
Zed makes use of Time Snap to make sure enemies die to Death Mark. By putting an enemy on low health with Death Mark, Deus Tempus can use Time Snap to make sure enemies STAY within Zed's kill range when Death Mark pops.
Gangplank
By eating oranges, Gangplank is K from Time Snap AND Chronological Grasp since Chronological Grasp's crowd control is a Suspend, which can be removed with some good old Vitamin C. Even if Gangplank gets caught out by Chronological Grasp, his oranges can still remove the Silence afterwards that prevents normal enemies from using Flash.
Morgana
Morgana's Black Shield almost renders Deus Tempus completely useless against it's affected target for it's duration since Deus Tempus does not easily output large bursts of damage without landing at least one of his various crowd control abilities, which won't be affecting the Black Shield target.
Olaf
Olaf ignores everything Deus Tempus can throw at him through Ragnarok, only taking damage from the dragon. However, since Deus Tempus relies on chaining abilities together to perform, Olaf will likely only be damaged by Time Snap and Dragon of Time.
