Samara, The Darkened Rose
Hi everyone. For this champion I am combining a few things for her theme. Anyways, let's get to it.

Related to: Black Roses (because of their beautiful yet sinister nature)

Powers
Passive: Unholy Judgement
Every 18 seconds (decreases by .75 seconds per level), Samara gains Unholy Judgement for the next 6 seconds. While this is active, if Samara kills an enemy with an ability it shall have no cool down.
Enemies killed by Unholy Judgement are marked with The Rose's Thorn. Only one enemy can be marked at any given time. An enemy marked with this will take in 10% (+5% AP) (+1.2 per level) increased magical damage from Samara once falling below 40% health. If someone marked, kills or helps kill Samara their mark is removed. If Samara kills another champion, the mark will move to them.

Type: Skillshot
Damage: 40/70/100/130/160 (+90% AD) physical damage.
Snare Duration: 1.5 (all levels)
_Samara lashes out with one of her whips in a straight line, damaging all it hits. If she connects with an enemy champion, they are snared for 1.5 seconds. If Samara re-activates this ability during the snare, she will pull herself towards them. _
W: Wicked Winds
Range: (Size of Darius' spinning axe ability)
Mana: 55/60/65/70/75
Type: AoE
Cool down: 16/14/12/10/8 seconds
Damage: 60/85/110/135/160 (+60% AD) physical damage to all in the circle. This can crit for 50-100% damage based on the health % of her targets.
Damage Second Rotation: 60/85/110/135/160 (+0% AD) physical damage (can crit).
Unique: Samara can cast this and move. This strikes twice first clock-wise, then counter-clock-wise.
_Samara whirls her whips around her, dealing damage to all her whips hit. _
E: Evasive Tactics
Range: 500 (both for flip and strike range)
Mana: 90 (all levels)
Type: AoE
Cool down: 20/17.5/15/12.5/10 seconds
Damage: 50/65/80/95/110 (+75% AD {increases by 1.5% per ability level}).
Unique: Samara floats in the air for a second after the ability use before landing.
Samara flips backwards into the sky, lashing out with her whip. She strikes the area she began her leap.
R: Skyward Assault
Range: 665
Mana: 100
Type: Targeted Singular
Cool down: 120/100/80 seconds
Damage: 200/350/500 (+110% AD) physical damage
Unique: For 1 second, Samara is untargetable.
Samara flies into the sky, becoming untargetable. After this, she hooks her target with her whip before yanking herself into, stunning them for 1/1.25/1.5 seconds.
Strengths and Weaknesses
Strengths:
Samara excels at joining a fray and unleashing hellish justice. Samara can easily 2v1 or 1v1, or she can simply lock down targets for her team. After her powers have been unleashed, she can easily retreat to safety, before re-entering the fight with Skyward Assault.
Weaknesses
Samara doesn't have much in the way of evasion, except for E. She is weak against people who can move, dodge, or other-wise avoid her high damaging AoEs. If she uses her R early, it could force her into leaving a fight. Missing her Q negates her from entering team-fights without sacrificing her R. In other words, she is too "war" focused instead of "safety" focused.
