Ao Shin was shelved for now due to the complexity of his kit which they had a great deal of difficulty getting right. This is nothing new. Seth the Sand Mage (now known as Azir), The Spider Queen (Elise), and several other champions have experienced the same thing yet were eventually released when they figured out an idea they liked. Once a champion gets shelved, it is likely that their name will change, but as with Seth->Azir for instance, the core idea is still very much there. Shelving can take anywhere from a few months to years in Elise's case who as I recall was first idealized back in beta, but not implemented for years afterwards.

As a result, my personal thoughts are that Ao Shin himself won't be in League, but I strongly suspect at some point we will get a lightning dragon of some form.

Then google it. Riot has released a statement on the subject relatively recently.

It was like a few weeks ago, when they said that he got shelved due to problems with connecting Kit & theme, and making new tech for the animations he requires and his hitbox. http://www.surrenderat20.net/2015/04/red-post-collection-meddler-and.html
