When is the new LB skin coming out?

She comes out in 6.5. Unfortunately, we generally don't state a specific date.

They release the blood skins the day of the patch and this one apparently takes days.

In most cases, the skins to be released on whatever designated patch usually take a few days, don't expect everything to be immediate. I don't know why they released the blood moon skins upon the arrival of the patch ( if they actually did ), but don't always expect this to happen.
