#Overview

Quinn and Valor are now a mobile high-risk high-reward team who have unique but complementary roles. The pair is defined by their shared passive, Harrier, which is an AD, MS and AS steroid all-in-one. Quinn and Valor have each had their abilities changed, and both kits are now more unique, but still share similarities. Quinn benefits from range and kiting ability, while Valor has speed and damage to back him up. The pairing's roles have been more clearly defined, giving you a different experience based on who you're using to tackle the same situation.

Quinn is focused on kiting, but rather than Ashe's CC approach, Quinn uses her own mobility to run around the enemy. Using your strong but short MS boost every time you proc Harrier, you can dodge skillshots while laying damage. Be careful, as Quinn is quite dangerous compared to most ranged champions, but your ability to be mobile while laying tons of damage is rivaled by few. Quinn's role in the team can be thought of as a "softener" or "tracker." By laying damage while having some element of safety, she can sustainable lower her opponent's HP. As a weakness, she has a harder time chasing someone with an escape since she has to attack in order to move around quickly. Additionally, you're squishy, so dodging and smart movement will be critical to your survival.

Valor removes Quinn's range and relative safety in order to lay intense damage on your opponents. Where Quinn softens, Valor kills, and where she tracks, he hunts. Close the gap quickly with the greatest passive movespeed in the game and start laying massive damage. Valor is no longer limited to deleting another target in exchange for himself, as he has considerably more ability to lay damage on multiple targets. Use your speed to be a global threat, and switch targets constantly during teamfights for maximum damage output. All this damage and speed comes at a cost, survivability. Even morose than Quinn, you will need to pick your fights very wisely, as your speed in combat is only great if you can keep attacking.

#Tl;dr Quinn kites enemies all day for tons of damage and MS steroids, but isn't quite as safe as other ranged champions.

Valor has deals even more damage and allows you to reach movement speeds that Hecarim would dream of, but you're a squishy in melee range with few survivability options.

I'm curious are you saying that Quinn needs to be more safe or do more damage? I don't understand the context of your changes as they seem to contradict.
