Lemi, the Painter
Based off of koi, Lemi is a land-fish that can swim through magical paint that he sprays on the ground, deadly to those of another species, but harmless to nature and makes the grass, flowers, and trees flourish and grow. This magical paint is believed to why Ionia has such a thriving wilderness.
Lemi's entirely body is formed from magical paint, this means water is deadly to him if he ever tried to swim through it since he would get washed away and die.
Lemi is a painter mage, great at controlling areas with his paint and cleaning up kills with his swift swimming speeds, forming a new resource where he must manage his paint and can only use his spells with paint. To recover his paint, he must be swimming inside of it, his basic attacks will leave behind paint on the ground as they travel, including able to ALT+Right-Click the ground to attack the ground to supply a trail of paint to recover his supply, everything leaves behind paint as they travel from Lemi.
Paint as a resource will feel like a mix between mana and energy management, and can increase paint recovering further based on bonus mana from items and masteries.

Magical Paint (Passive):
Lemi uses Magical Paint as his resource, up to 800 pounds of Magical Paint can be stored at a time.
Lemi will automatically swim in Magical Paint on the ground when making contact with it, granting him 5%(+5% per 100AP) total movement speed, increased to 25%(+25% per 100AP) while out of combat. While swimming in Magical Paint, Lemi gradually restores 75(+10% bonus mana) pounds of Magical Paint per second, increased based on bonus mana that Lemi has.
All of Lemi's attacks and abilities drop Magical Paint on the ground for 5 seconds. Lemi can attack the ground by holding ALT and right-clicking, causing the attack to explode in an area where it lands, dealing (+125%AD)(+45%AP) magic damage, this cannot critically strike.
Orb of Colours (Q):
Cooldown: 7/5.5/4/2.5/1 seconds; Cost: 90/115/140/165/190 MP
Lemi forms a magical orb, resetting the mouse cursor and camera to his location, that matches the mouse cursor's movement and can travel a maximum of 1200 units.
The slower the orb moves, the greater the damage and broader the stroke and Magical Paint left on the ground, dealing between 18/26/34/42/50(+15%AP) to 90/130/170/210/250(+75%AP) magic damage. The same target can only be struck once per cast.
Paint Blast (W):
Cooldown: 3 seconds; Cost: 400/415/430/445/460 MP; Range: 750 units / 60 degrees
Lemi blasts magical paint at full power in a cone in the target direction, dealing up to 140/195/250/305/360(+150%AP) total magic damage.
Magical Paint stops at the first enemy in its path, the more paint a target takes, the more damage it receives.
Electric Goop (E):
Cooldown: 20/17/14/11/8 seconds; Cost: 100/120/140/160/180 MP
Lemi electrifies all of the magical paint that he is currently swimming in for 4 seconds and refreshes its duration, grounding and slowing enemies down by 35/40/45/50/55%, if enemies stand in this electrified paint for 2 seconds, then they are stunned for 1.5 seconds.
Sploosh Sploshen (R):
Cooldown: 150/125/100 seconds; Cost: 200 MP; Range: 700 units
Lemi leaps into the air for 1 second and becoming untargetable and then splashes down and splooshes out magical paint around him, healing himself and allies for 180/240/300(+100%AP) health and dealing 250/325/400(+120%AP) magic damage to struck enemies.
UPDATE NOTES:
Magical Paint: Magical Paint restoration adjusted to 75 +10% bonus mana from 50 +25% bonus mana Clarified that Magical Paint is a gradual restoration (no change) [Blue buff would increase regeneration further.]
(One mana item would have given way too much restoration too quickly, I want this to feel like a mana champion where you can reduce your resource with items, but it should never come to the point where you ignore your resource from a single item.)

(Few things here:) (I want this to feel more like a setup spell for the rest of the kit, grant it less damage for there is a bigger reliance on landing a great W, and have it feel like the restrictive aspect is paint management rather than on its cooldown with a high paint cost at the high ability ranks and a tiny cooldown.)

Electric Goop: Cost lowered to 100/120/140/160/180 from 80/110/140/170/200 MP
Sploosh Sploshen: Cost lowered to 200 from 250 MP
