Would an ADC that is designed to be paired with high damage supports, (brand, vel, annie, panth) have significantly less damage than other adcs, but have more CC and defensive abilities that other adcs be a bad champion design?

An adc like this could open up the possibility of interesting bottom lane comps.
Pair an adc like this with say 
or 
you might have very little damage.. but when you have a jungler like oh say 
or 
it can allow for interesting ganks.
more of what i said earlier.. pair an adc like this with high damage supports and they can work off each others stregnths and weaknesses.
It would also open up different champions for the support role! imagine high damage supports that really have had no prior business bott lane but can take a pseudo melee adc role bott lane when paired with a high cc type adc. champs like
