ADC Designed to be CC Initiator

Would an ADC that is designed to be paired with high damage supports, (brand, vel, annie, panth) have significantly less damage than other adcs, but have more CC and defensive abilities that other adcs be a bad champion design?

Think except the idea actually works somehow..
