I think what's probably happening is they are trying to make it more international--the Halloween the US celebrates is, for the most part, uniquely American--which I'm fine with, but why not do both? Why not take this opportunity to incorporate other cultures' versions of the holiday, like the Mexican Day of the Dead? That has some really unique visuals that could make really cool skins.
