"Workshop" Mode for League?

Overwatch recently implemented a "Workshop" mode that allowed people to greatly tweak the game, creating new gamemodes, champions, and etc.

League should have this, I would absolutely LOVE the ability to make new champions. They could make a simple creation tool, but a super complicated one would be alright too.

This would give me something to sink my teeth into and it would be extremely good for the game and promote a good sense of community.
