Why does Riot release broken items/runes and nerf the champions who abuse them?

Like, I know some champions deserve the nerf's. But like when Kassadin hasn't been an issue for awhile but Conq and PoM makes him overloaded, they need to stop just nerfing champions and nerf the runes and items.

Also shoutout to when they released Duskblade, and punished everyone who used Armor Pen by nerfing all items instead of just the broken item.

Short version? Because the problem with Riot isn't that they have no ideas, it's that they have bad ideas, which is often much worse.

Warwicks ult is still nerfed from the days of devourer . i think it lost 50 base damage at all ranks

I would argue that a huge part of this can be blamed on the community. These overpowered champion / rune / item interactions tend to go unnoticed for a while until someone in high elo starts abusing it. Usually it is a champion that had been underwhelming before the introduction of the rune or item. The new synergy is simply unexpected because the community doesn't have the creativity to try things that aren't obvious. Then when a Pro or a YouTuber showcases this combination, it floods the meta and people don't know how to deal with it, ... and neither does Riot.

Because PoM is only a problem if your name is Ryze or Kassadin due to inherent mana scaling, but the old PoM had its share of problems too.

If an item is broken on X but literal garbage on 143 other champions, then nerf the champion so their overall power is about on par with where it should've been without abusing synergy.

More like overpowered, as overloaded is inherent to the champion initially; and to try answering that it's because they seem to forget how new things interact with older champions, or due to reworked/new champions being a tangled spaghetti to tell how much it'll improve them. That's giving them the benefit of the doubt though, with their blatant disregard for balance in favor of keeping the game better to spectate it wouldn't be amiss to say such events are an intentional oversight. Either way them not knowing or acknowledging what the problem is, has been pointed out multiple times a year since season 4, leaving several champions in the gutter for being doubly nerfed when they finally get around to the cause.

Well here rises the problem.

Nerf one champion and make him unplayable? Nerf a rune and make several unplayable. The problem lies in the game design itself. Having the same runes for everyone means that some champions will ALWAYS be weaker than than others and vice versa.

Now, how can we solve this issue?

I have proposed this many times in the past. But if each champion had their own runes then the game would be 99 % balanced. How would you make each champion have their own runes? Easy. Each champion will have a set of runes which will amplify their kit or raw stats. They of course will have a limit of what they can chose but this will balance the game.

Kassadin isn't strong because of either of those. He is strong because they nerfed dragons, making it much harder to punish him early without coordinated team play.
