Hear me out.
It would be to counter vayne and hyper carries in lane that just want to farm. This support would have to be paired with a lane bully adc to have the best chance.
such a mechanic would mean this support should be weak since stealing gold would be very strong.
what do you all think?

If they're that weak in lane, the other team can make up whatever gold they steal by just killing bot lane...
I did like Ashe's old passive of gaining gold with every minion kill. Let me build 'Gold Ashe.' I wouldn't mind some champion who really uses gold as a resource aside from just buying a special item like Victor and the Plankster. A 'smelter' type champion who uses gold as mana for his abilities, or his abilities become more powerful the more gold you spend.
Riot has said that they will stay away from abilities that will stealing gold
So heavy harrass from a support with 
isn't basically the same thing? I mean you're denying them gold while gaining extra gold for doing it.
