Lokki, the Grand Deliver
Imagine a Final Fantasy^TM Chocobo^TM around the same size, shape, and still a flightless running bird and that is Lokki's design. He is mildly armoured, but nothing heavy in order to keep up his mobility.
Lokki is an orphaned fellow that was raised by the yordles of Bandle City. Though massive in size when compared to a yordle, did prove useful in quickly transporting either their goods or multiple yordles around town as thanks and payment for giving him a home and for their kindness.
As Lokki got older, his world grew larger solely by his own will to want to explore new places within Runeterra and meet all kinds of new people. Knowing that a journey around the world would be dangerous, he got the city's best blacksmith to form a specialized sharp beak cover and then practiced his sword play and naturally being strong at it from the start. Eventually, he grew to becoming the greatest swordsman of the city and knowing that he has become the best around him locally is when he knew he was ready to travel the world, meet new people - whether good or bad - and aid those in need whether it be something small like delivering groceries or something huge like transporting royalty, he just wanted to help others.
Some champions are mighty beings, some are a nation's greatest warriors, while others are just simply looking to be the best at what they are good at and wanting to lend a helping hand when they can. Lokki is among those championing of what true nobility is meant to be!
Lokki is a high mobility support, when fighting others he is very scrappy at it and has no burst in his kit, but his strengths is sticking up for others and his unique play is allowing others to mount on to him so he can have an ally roam with his extreme speeds! ~ Yordles have a benefit of being small enough where multiple of them can ride on Lokki at a time. He has 3 Mounting Points, non-yordles use up 2 slots while yordles use up only 1 slot, allowing for a maximum of 3 yordles to mount on to him at a time or 1 non-yordle and 1 yordle. Allies can also purchase items through Lokki when they are near him, but Lokki must go back to the shop to pick up the item and when near the purchaser will automatically deliver the goods, purchased items take up 1 slot until picked up and delivered (so the laner can stay in lane as Lokki does the shopping).
Lokki is strictly a support, and despite his ability to roam, does not make for a good jungler due to low damage and lack of aggressive crowd control (he has constant healing to keep himself and his allies alive).
Mounting is an out of combat thing only, outside of a limited time window with his ultimate.

Feathery Delivery (Passive):
Lokki gains 50% - 100% (+10% per 100AP) total movement speed when out of combat for 5 seconds.
While out of combat, allied champions can mount on to Lokki when right next to him by right-clicking on him, he can also mount an allied champion by right-clicking on them. Entering combat will dismount all champions, mounted champions can dismount whenever by issuing a movement command.
Lokki has a maximum of 3 Mounted Slots. Champions occupy 2 Mounted Slots, but Yordle Champions only occupy 1 Mounted Slot.
Additionally, allied champions near Lokki can purchase items through him, using up 1 Mounted Slot until the item is successfully delivered. Lokki must then pick up the item from the shop and then deliver the item to the purchaser by getting near them, granting himself 20 plus 5% of the total gold spent for the hassle as both bonus gold and experience. This cannot be done for the first 4 minutes of the game.

Engarde! (Q):
Cooldown: 10 seconds; Cost: 75/80/85/90/95 mana; Range: 900 units
Passive: Lokki's basic attacks heal himself and the most wounded nearby allied champion for 4/12/20/28/36(+20%AP) health on hit, 20% healing against non-champions and non-epic monsters.
Active: Lokki heals the target allied champion or himself for 50/80/110/140/170(+80%AP)(+5%health) health. If an allied champion is healed, then Lokki gains 40/50/60/70/80% bonus attack speed for 5 seconds and increasing his attack speed cap to 3.000 attacks per second, but all damage from Lokki's attacks are reduced by 15%.
Swift Peck (W):
Cooldown: 8 seconds; Cost: 65 mana; Range: 425 units
Lokki stabs his beak in the target direction, blinding and slowing by 20/25/30/35/40% for 2 seconds to struck enemies and dealing 10/40/70/100/130(+110%AD)(+60%AP) physical damage.
Deliverance (E):
Cooldown: 22/20/18/16/14 seconds; Cost: 70/85/100/115/130 mana; Range: 425 units
The area around Lokki shimmers for 0.75 second, destroying all enemy abilities, including their cast times, that make contact with the zone. Cast time destruction treats the ability like it was successfully cast.
Upon successful destruction, Lokki stuns enemies around him for 1.5/1.75/2/2.25/2.5 seconds. If no abilities were destroyed, then enemies are stunned after 0.75 second for 0.75/0.875/1/1.125/1.25 seconds.
Perfect Run (R):
Cooldown: 140/100/60 seconds; Cost: 100 mana
Lokki gains Feathery Delivery's bonus movement speed for the next 5 seconds, is not lost while in combat, and gains 250/325/400(+120%AP)(+10%health) shield for the duration.
Additionally, allied champions can mount and remain mounted even in combat and freely attack those within their range. Mounted champions cannot be damaged, but Lokki is damaged like normal.
