Scale mail is... interesting. It has extremely high gold effeciency(meaning it is worth what it costs), but that passive is a bit unnecessary. With that 40 armor, the damage dealt by jungle camps can basically be ignored. I suggest make it grant 15 armor and 15 mr, and 5% damage reduction to all sources while in the jungle. (that hp5 and MS buffs are good though, I think those should be kept too)

To compare the gold effeciency, item 3105 is 1100gold, and it grants 30 armor and 30 mr, without any passives.

(I'll try to space this out to make it as readable as possible) Dragon's Scale Mail is very strong. Depending what do you mean by 40% of damage received, the item might be quite overbearing. Is the "damage received" the damage that would've been dealt if you had no resistance? Or is it the damage you actually received(so the number your hp went down by). and when you return the damage, is it in the form of true damage? or that damage can be resisted as well?

No matter what the answer is to those questions, 40% is still a lot. The cost of the item is also a bit broken, I suspect you meant 3000. Besides those things this is a pretty good alternative to thornmail. ____________- By the way what made you interested in items all of a sudden?
